92_HB3006enr HB3006 Enrolled LRB9203393JMmbA 1 AN ACT concerning the Illinois River Watershed. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Illinois River Watershed Restoration Act 5 is amended by changing Section 20 as follows: 6 (20 ILCS 3967/20) 7 Sec. 20. Duties of the Council. The Council shall: 8 (1) periodically review activities and programs 9 administered by State and federal agencies that directly 10 impact the Illinois River Watershed; 11 (2) work with local communities and organizations 12 to encourage partnerships that enhance awareness and 13 capabilities to address watershed and water resource 14 concerns and to encourage strategies that protect, 15 restore, and expand critical habitats and soil 16 conservation and water quality practices; 17 (3) work with State and federal agencies to 18 optimize the expenditure of funds affecting the Illinois 19 River Watershed; 20 (4) advise and make recommendations to the Governor 21 and State agencies on ways to better coordinate the 22 expenditure of appropriated funds affecting the Illinois 23 River Watershed, including Illinois River 2020; 24 (5) encourage local communities to develop 25 watershed management plans to address stormwater, 26 erosion, flooding, sedimentation, and pollution problems 27 and shall encourage projects for the natural conveyance 28 and storage of floodwaters, the enhancement of wildlife 29 habitat and outdoor recreation opportunities, the 30 recovery, management, and conservation of the Illinois 31 River and its tributaries, the preservation of farmland, HB3006 Enrolled -2- LRB9203393JMmbA 1 prairies, and forests, and the use of measurable economic 2 development efforts that are compatible with the 3 ecological health of the Watershed and this State;and4 (6) help identify possible sources of additional 5 funding for watershed management projects; and 6 (7) advise and make recommendations to the Governor 7 on funds and the priority of projects. 8 To the extent practical, the Council shall perform its 9 duties in accordance with the Office of the Lieutenant 10 Governor's Integrated Management Plan for the Illinois River 11 Watershed Technical Report (1997). 12 (Source: P.A. 90-120, eff. 7-16-97.) 13 Section 99. Effective date. This Act takes effect upon 14 becoming law.
