92_HB3070 LRB9207420EGfgA 1 AN ACT concerning the regulation of professions. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Private Detective, Private Alarm, Private 5 Security, and Locksmith Act of 1993 is amended by changing 6 Section 40 as follows: 7 (225 ILCS 446/40) 8 Sec. 40. Home Rule preemption. Pursuant to paragraph 9 (h) of Section 6 of Article VII of the Illinois Constitution 10 of 1970, the power to regulate the private detective, private 11 security, private alarm, or locksmith business shall be 12 exercised exclusively by the State and may not be exercised 13 by any unit of local government, including home rule units. 14 However, this Act does not prohibit a municipality that 15 requires the registration of firearms from imposing that 16 requirement on persons licensed under this Act who reside in 17 that municipality. 18 (Source: P.A. 88-363; 89-366, eff. 1-1-96.) 19 Section 99. Effective date. This Act takes effect upon 20 becoming law.
