92_HB3094eng HB3094 Engrossed LRB9205861RCdvC 1 AN ACT in relation to controlled substances. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Illinois Controlled Substances Act is 5 amended by adding Section 322 as follows: 6 (720 ILCS 570/322 new) 7 Sec. 322. Grants for ecstasy abuse prevention. 8 (a) The Secretary of Human Services may make grants to, 9 and enter into contracts and cooperative agreements with, 10 public and nonprofit private entities to enable those 11 entities: 12 (1) to carry out school-based programs concerning 13 the dangers of abuse and addiction to 3,4-methylenedioxy 14 methamphetamine or related drugs, using methods that are 15 effective and science-based, including initiatives that 16 give students the responsibility to create their own 17 antidrug abuse education programs for their schools; and 18 (2) to carry out community-based abuse and 19 addiction prevention programs relating to 20 3,4-methylenedioxy methamphetamine or related drugs that 21 are effective and science-based. 22 (b) Amounts made available under a grant, contract, or 23 cooperative agreement under subsection (a) shall be used for 24 planning, establishing, or administering prevention programs 25 relating to 3,4-methylenedioxy methamphetamine or related 26 drugs in accordance with subsection (c). 27 (c)(1) Amounts provided under this Section may be used: 28 (A) to carry out school-based programs that 29 are focused on those districts with high or 30 increasing rates of abuse and addiction to 31 3,4-methylenedioxy methamphetamine or related drugs HB3094 Engrossed -2- LRB9205861RCdvC 1 and targeted at populations that are most at risk to 2 start abuse of 3,4-methylenedioxy methamphetamine or 3 related drugs; 4 (B) to carry out community-based prevention 5 programs that are focused on those populations 6 within the community that are most at-risk for abuse 7 of and addiction to 3,4-methylenedioxy 8 methamphetamine or related drugs; 9 (C) to assist local government entities to 10 conduct appropriate prevention activities relating 11 to 3,4-methylenedioxy methamphetamine or related 12 drugs; 13 (D) to train and educate State and local law 14 enforcement officials, prevention and education 15 officials, health professionals, members of 16 community antidrug coalitions and parents on the 17 signs of abuse and addiction to 3,4-methylenedioxy 18 methamphetamine or related drugs, and the options 19 for treatment and prevention; 20 (E) for planning, administration, and 21 educational activities related to the prevention of 22 abuse and addiction to 3,4-methylenedioxy 23 methamphetamine or related drugs; 24 (F) for the monitoring and evaluation of 25 prevention activities relating to 3,4-methylenedioxy 26 methamphetamine or related drugs, and reporting and 27 disseminating resulting information to the public; 28 and 29 (G) for targeted pilot programs with 30 evaluation components to encourage innovation and 31 experimentation with new methodologies. 32 (2) The Secretary of Human Services shall give 33 priority in making grants under this subsection to rural 34 and urban areas that are experiencing a high rate or HB3094 Engrossed -3- LRB9205861RCdvC 1 rapid increases in abuse and addiction to 2 3,4-methylenedioxy methamphetamine or related drugs. 3 (d) The Secretary of Human Services shall submit an 4 annual report concerning the effectiveness of the grant 5 program created by this Section to the Governor and the 6 General Assembly.
