92_HB3099eng HB3099 Engrossed LRB9206957SMdv 1 AN ACT concerning special license plates. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The State Finance Act is amended by adding 5 Section 5.545 as follows: 6 (30 ILCS 105/5.545 new) 7 Sec. 5.545. The Coal Technology Research Fund. 8 Section 10. The Illinois Vehicle Code is amended by 9 adding Section 3-648 as follows: 10 (625 ILCS 5/3-648 new) 11 Sec. 3-648. Illinois Coal Mining license plates. 12 (a) The Secretary, upon receipt of an application made 13 in the form prescribed by the Secretary, may issue special 14 registration plates designated as Coal Mining license plates. 15 The special plates issued under this Section shall be affixed 16 only to passenger vehicles of the first division and motor 17 vehicles of the second division weighing not more than 8,000 18 pounds. Plates issued under this Section shall expire 19 according to the multi-year procedure established by Section 20 3-414.1 of this Code. 21 (b) The design and color of the plates is wholly within 22 the discretion of the Secretary. The Secretary may allow the 23 plates to be issued as vanity or personalized plates under 24 Section 3-405.1 of this Code. The Secretary shall prescribe 25 stickers or decals as provided under Section 3-412 of this 26 Code. 27 (c) An applicant for the special plate shall be charged 28 a $25 fee for original issuance in addition to the 29 appropriate registration fee. Of this fee, $10 shall be HB3099 Engrossed -2- LRB9206957SMdv 1 deposited into the Coal Technology Research Fund and $15 2 shall be deposited into the Secretary of State Special 3 License Plate Fund, to be used by the Secretary to help 4 defray the administrative processing costs. 5 For each registration renewal period, a $17 fee, in 6 addition to the appropriate registration fee, shall be 7 charged. Of this fee, $15 shall be deposited into the Coal 8 Technology Research Fund and $2 shall be deposited into the 9 Secretary of State Special License Plate Fund. 10 (d) The Coal Technology Research Fund is created as a 11 special fund in the State treasury. All money in the Coal 12 Technology Research Fund shall, subject to appropriation by 13 the General Assembly, be used by the Coal Extraction and 14 Utilization Research Center at Southern Illinois University 15 for coal technology research. 16 Section 99. Effective date. This Act takes effect upon 17 becoming law.
