92_HB3374 LRB9205793DHmb 1 AN ACT regarding vehicles. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The State Finance Act is amended by adding 5 Section 5.545 as follows: 6 (30 ILCS 105/5.545 new) 7 Sec. 5.545. The Pro-Life Fund. 8 Section 10. The Illinois Vehicle Code is amended by 9 adding Section 3-648 as follows: 10 (625 ILCS 5/3-648 new) 11 Sec. 3-648. Pro-Life license plates. 12 (a) The Secretary, upon receipt of an application made 13 in the form prescribed by the Secretary, may issue special 14 registration plates designated as Pro-Life license plates. 15 The special plates issued under this Section shall be affixed 16 only to passenger vehicles of the first division and motor 17 vehicles of the second division weighing not more than 8,000 18 pounds. Plates issued under this Section shall expire 19 according to the multi-year procedure established by Section 20 3-414.1 of this Code. 21 (b) The design and color of the plates is wholly within 22 the discretion of the Secretary. The Secretary may allow the 23 plates to be issued as vanity or personalized plates under 24 Section 3-405.1 of the Code. The Secretary shall prescribe 25 stickers or decals as provided under Section 3-412 of this 26 Code. 27 (c) An applicant for the special plate shall be charged 28 a $40 fee for original issuance in addition to the 29 appropriate registration fee. Of this fee, $25 shall be -2- LRB9205793DHmb 1 deposited into the Pro-Life Fund and $15 shall be deposited 2 into the Secretary of State Special License Plate Fund, to be 3 used by the Secretary to help defray the administrative 4 processing costs. 5 For each registration renewal period, a $27 fee, in 6 addition to the appropriate registration fee, shall be 7 charged. Of this fee, $25 shall be deposited into the 8 Pro-Life Fund and $2 shall be deposited into the Secretary of 9 State Special License Plate Fund. 10 (d) The Pro-Life Fund is created as a special fund in 11 the State treasury. All moneys in the Pro-Life Fund shall be 12 distributed, subject to appropriation by the General Assembly 13 and approval by the Secretary, to each county from which 14 moneys deposited into the Pro-Life Fund were received, based 15 on the proportion of moneys the Pro-Life Fund has received 16 from each county, determined on the basis of each applicant's 17 address. The counties shall make grants of these moneys to 18 local non-governmental, non-profit agencies that counsel and 19 help pregnant women planning to put their children up for 20 adoption.
