 1        AN ACT in relation to vehicles.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The  Illinois  Vehicle  Code  is  amended  by
 5    changing Sections 3-623, 3-625, and 3-806.3 as follows:

 6        (625 ILCS 5/3-623) (from Ch. 95 1/2, par. 3-623)
 7        Sec.  3-623.   Purple  Heart Plates.  The Secretary, upon
 8    receipt of an application made in the form prescribed by  the
 9    Secretary  of  State,  may  issue  to  recipients awarded the
10    Purple Heart by a branch of the armed forces  of  the  United
11    States  who  reside in Illinois, special registration plates.
12    The special plates issued pursuant to this Section should  be
13    affixed  only  to  passenger  vehicles of the 1st division or
14    motor vehicles of the 2nd division  weighing  not  more  than
15    8,000 pounds.
16        The  design  and  color  of  such  plates shall be wholly
17    within the discretion of the Secretary of State.  Appropriate
18    documentation,  as  determined  by  the  Secretary,  and  the
19    appropriate standard registration  fee  shall  accompany  the
20    application.  However,  for an individual who has been issued
21    Purple Heart plates for a vehicle and  who  has  claimed  and
22    received  a  grant  under  the  Senior  Citizens and Disabled
23    Persons Property Tax  Relief  and  Pharmaceutical  Assistance
24    Act, the original issuance fee and regular annual fee for the
25    registration  of  the vehicle shall be as provided in Section
26    3-806.3 of this Code.

29        Sec. 3-625.  Pearl Harbor Plates.   The  Secretary,  upon
30    receipt  of an application made in the form prescribed by the

 1    Secretary of State, may issue special registration plates  to
 2    any Illinois resident who, while a member of the armed forces
 3    of  the  United  States,  participated in the battle of Pearl
 4    Harbor on December 7, 1941, or to the widowed spouse  of  any
 5    Illinois  resident who, while a member of the armed forces of
 6    the United States, participated in the battle of Pearl Harbor
 7    on December 7, 1941, provided that  the  widowed  spouse  was
 8    married to the battle of Pearl Harbor participant at the time
 9    of the participant's death and is a single person at the time
10    of  application.   The special plates issued pursuant to this
11    Section should be affixed only to passenger vehicles  of  the
12    1st  division  or motor vehicles of the 2nd division weighing
13    not more than 8,000 pounds.
14        The design and color  of  such  plates  shall  be  wholly
15    within the discretion of the Secretary of State.  Appropriate
16    documentation,  as  determined  by  the  Secretary,  and  the
17    appropriate  standard  registration  fee  shall accompany the
18    application.

21        Sec. 3-806.3. Senior Citizens.
22        Commencing with the 1986 registration year and  extending
23    through the 2000 registration year, the registration fee paid
24    by  any  vehicle  owner  who has claimed and received a grant
25    under the "Senior Citizens and Disabled Persons Property  Tax
26    Relief  and  Pharmaceutical  Assistance  Act"  or  who is the
27    spouse of such a person shall be reduced by 50% for passenger
28    cars  displaying  standard  multi-year  registration   plates
29    issued  under  Section  3-414.1,  motor  vehicles  displaying
30    special registration plates issued under Section 3-616, motor
31    vehicles  registered  at  8,000  pounds or less under Section
32    3-815(a) and recreational vehicles registered at 8,000 pounds
33    or less under  Section  3-815(b).   Widows  and  widowers  of

 1    claimants  shall also be entitled to the reduced registration
 2    rate for the registration year  in  which  the  claimant  was
 3    eligible.
 4        Commencing  with the 2001 registration year and extending
 5    through the 2002 registration year, the registration fee paid
 6    by any vehicle owner who has claimed  and  received  a  grant
 7    under  the "Senior Citizens and Disabled Persons Property Tax
 8    Relief and Pharmaceutical  Assistance  Act"  or  who  is  the
 9    spouse  of  such  a  person  shall  be $24 instead of the fee
10    otherwise provided in this Code for passenger cars displaying
11    standard multi-year registration plates issued under  Section
12    3-414.1,   motor  vehicles  displaying  special  registration
13    plates issued under Section 3-616, motor vehicles  registered
14    at   8,000   pounds  or  less  under  Section  3-815(a),  and
15    recreational vehicles registered  at  8,000  pounds  or  less
16    under  Section  3-815(b).   Widows  and widowers of claimants
17    shall also be entitled to this reduced registration  fee  for
18    the registration year in which the claimant was eligible.
19        Commencing   with   the   2003   registration  year,  the
20    registration fee paid by any vehicle owner  who  has  claimed
21    and  received  a grant under the Senior Citizens and Disabled
22    Persons Property Tax Relief and Pharmaceutical Assistance Act
23    or who is the spouse of such a person shall be $24 instead of
24    the fee otherwise provided in this Code  for  passenger  cars
25    displaying  standard  multi-year  registration  plates issued
26    under Section  3-414.1,  motor  vehicles  displaying  special
27    registration  plates  issued  under  Section  3-606.1, 3-607,
28    3-610.1, 3-616, 3-623, 3-624,  3-625,  3-626,  3-627,  3-628,
29    3-629,  3-630,  3-631,  3-632,  3-633,  3-634,  3-635, 3-636,
30    3-637, 3-638,  3-639,  3-640,  3-641,  3-642,  3-643,  3-644,
31    3-645,  3-646,  or  3-647, motor vehicles registered at 8,000
32    pounds or  less  under  Section  3-815(a),  and  recreational
33    vehicles  registered  at  8,000  pounds or less under Section
34    3-815(b).  Widows and widowers of  claimants  shall  also  be

 1    entitled   to   this   reduced   registration   fee  for  the
 2    registration year in which the claimant was eligible.
 3        No more than one  reduced  registration  fee  under  this
 4    Section  shall be allowed during any 12 month period based on
 5    the primary  eligibility  of  any  individual,  whether  such
 6    reduced  registration  fee is allowed to the individual or to
 7    the spouse,  widow  or  widower  of  such  individual.   This
 8    Section  does  not  apply  to the fee paid in addition to the
 9    registration fee for motor vehicles  displaying  personalized
10    or special license plates under Section 3-806.1.

12        Section  99.  Effective date.  This Act takes effect upon
13    becoming law.
