92_HB3713eng HB3713 Engrossed LRB9211104DHgc 1 AN ACT in relation to vehicles. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The State Finance Act is amended by adding 5 Section 5.570 as follows: 6 (30 ILCS 105/5.570 new) 7 Sec. 5.570. The Public Broadcasting Fund. 8 Section 10. The Illinois Vehicle Code is amended by 9 adding Sections 3-654 and 3-655 as follows: 10 (625 ILCS 5/3-654 new) 11 Sec. 3-654. Illinois Public Broadcasting System 12 Stations special license plates. 13 (a) The Secretary, upon receipt of all applicable fees 14 and applications made in the form prescribed by the 15 Secretary, may issue special registration plates designated 16 as Illinois Public Broadcasting System Stations special 17 license plates. The special plates issued under this 18 Section shall be affixed only to passenger vehicles of the 19 first division or motor vehicles of the second division 20 weighing not more than 8,000 pounds. Plates issued under 21 this Section shall expire according to the multi-year 22 procedure established by Section 3-414.1 of this Code. 23 (b) The design and color of the special plates shall be 24 wholly within the discretion of the Secretary. The 25 Secretary may, in his or her discretion, allow the plates to 26 be issued as vanity or personalized plates in accordance with 27 Section 3-405.1 of this Code. The plates are not required to 28 designate "Land of Lincoln", as prescribed in subsection (b) 29 of Section 3-412 of this Code. The Secretary, in his or her HB3713 Engrossed -2- LRB9211104DHgc 1 discretion, shall approve and prescribe stickers or decals as 2 provided under Section 3-412. 3 (c) An applicant for the special plate shall be charged 4 a $40 fee for original issuance in addition to the 5 appropriate registration fee. Of this fee, $25 shall be 6 deposited into the Public Broadcasting Fund and $15 shall be 7 deposited into the Secretary of State Special License Plate 8 Fund, to be used by the Secretary to help defray the 9 administrative processing costs. 10 For each registration renewal period, a $27 fee, in 11 addition to the appropriate registration fee, shall be 12 charged. Of this fee, $25 shall be deposited into the Public 13 Broadcasting Fund and $2 shall be deposited into the 14 Secretary of State Special License Plate Fund. 15 (d) The Public Broadcasting Fund is created as a special 16 fund in the State treasury. Subject to appropriation by the 17 General Assembly and approval by the Secretary, the Secretary 18 shall pay all moneys in the Public Broadcasting Fund to the 19 various Public Broadcasting System stations in Illinois for 20 operating costs. 21 (625 ILCS 5/3-655 new) 22 Sec. 3-655. EMS Personnel license plates. 23 (a) In addition to any other special license plate, the 24 Secretary, upon receipt of all applicable fees and 25 applications made in the form prescribed by the Secretary of 26 State, may issue EMS Personnel license plates to residents of 27 Illinois who meet eligibility requirements prescribed by the 28 Secretary of State. The special EMS Personnel plate issued 29 under this Section shall be affixed only to passenger 30 vehicles of the first division and motor vehicles of the 31 second division weighing not more than 8,000 pounds. Plates 32 issued under this Section shall expire according to the 33 staggered multi-year procedure established by Section 3-414.1 HB3713 Engrossed -3- LRB9211104DHgc 1 of this Code. 2 (b) The design, color, and format of the plates shall be 3 wholly within the discretion of the Secretary of State. The 4 Secretary may, in his or her discretion, allow the plates to 5 be issued as vanity or personalized plates in accordance with 6 Section 3-405.1 of this Code. For each registration 16 renewal period, a $2 fee, in addition to the appropriate 17 registration fee, shall be charged and shall be deposited 18 into the Secretary of State Special License Plate Fund.
