Amend House Bill 4115 by replacing 3 the title with the following: 4 "AN ACT concerning health."; and 5 by replacing everything after the enacting clause with the 6 following: 7 "Section 1. Short title. This Act may be cited as the 8 HIV/AIDS Prevention Program for Department of Corrections 9 Offenders, Significant Others, and Family Act. 10 Section 5. Definition. In this Act, "HIV/AIDS" means the 11 human immunodeficiency virus or any other identified 12 causative agent of acquired immunodeficiency syndrome. 13 Section 10. HIV/AIDS Prevention Program for Department of 14 Corrections Offenders, Significant Others, and Family. The 15 Department of Corrections and the Department of Public Health 16 shall jointly develop and implement an HIV/AIDS prevention 17 education program targeted to offenders incarcerated in 18 Department of Corrections facilities, significant others, and 19 family of adult and juvenile prison inmates. Through this 20 program, the Illinois Department of Corrections shall: (1) -2- LRB9209875RCcdam01 1 provide, in all public waiting rooms of detention facilities 2 and prisons, printed information on the transmission and 3 prevention of HIV/AIDS, hepatitis C, and other sexually 4 transmitted diseases and referral information to 5 community-based-providers of HIV/AIDS prevention, HIV/AIDS 6 treatment, and HIV/AIDS counseling and testing services 7 throughout Illinois; (2) display in all public waiting rooms 8 of detention facilities and prisons an HIV/AIDS informational 9 video, produced by a national organization with expertise in 10 HIV/AIDS prevention; (3) provide written information on the 11 transmission and prevention of HIV/AIDS, hepatitis C, and 12 other sexually transmitted diseases to all inmates upon 13 entrance to a detention center or prison and offer voluntary 14 HIV/AIDS testing to all inmates; and (4) provide written 15 information on the transmission and prevention of HIV/AIDS, 16 hepatitis C, and other sexually transmitted diseases to all 17 inmates just prior to their release from custody and referral 18 to appropriate community based organizations that provide 19 HIV/AIDS services and HIV/AIDS counseling and testing. 20 Section 15. Report to the General Assembly. One year 21 after implementation of this Act, the Illinois Department of 22 Corrections shall report to the General Assembly on the 23 effectiveness of this program in increasing voluntary 24 HIV/AIDS testing. 25 Section 99. Effective date. This Act takes effect upon 26 becoming law.".
