1 AMENDMENT TO HOUSE BILL 4563
2 AMENDMENT NO. . Amend House Bill 4563, AS AMENDED,
3 with reference to page and line numbers of House Amendment
4 No. 1, on page 2, by inserting the following after line 6:
5 "(a-5) Beginning on the effective date of this
6 amendatory Act of the 92nd General Assembly, a privilege tax
7 is imposed on owners licensees that conduct riverboat
8 gambling operations from a home dock that is located in a
9 municipality in St. Clair County, based on the adjusted gross
10 receipts received by those owners licensees from gambling
11 games authorized under this Act, at the rate of 1%. The tax
12 imposed under this subsection (a-5) shall be paid, subject to
13 appropriation by the General Assembly, from the State Gaming
14 Fund to blighted municipalities, other than the municipality
15 in which the riverboat docks, that are located in St. Clair
16 County, based on the proportion that the population of each
17 of those blighted municipalities bears to the total
18 population of blighted municipalities in the county, other
19 than the home dock municipality. For the purpose of this
20 subsection (a-5), the term "blighted municipality" means a
21 municipality in St. Clair County that is in the bottom 10% of
22 all the municipalities in Illinois in average median income
23 or employment rate.".
