 1        AN ACT in relation to higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The Public Community College Act is amended
 5    by changing Section 2-1 as follows:

 6        (110 ILCS 805/2-1) (from Ch. 122, par. 102-1)
 7        Sec. 2-1. State Board.  There  is  created  the  Illinois
 8    Community College Board hereinafter referred to as the "State
 9    Board".   The  State  Board  shall  consist  of 12 members as
10    follows:  a  nonvoting  student  member   selected   by   the
11    recognized  advisory  committee  of  students of the Illinois
12    Community College Board, this student to serve for a term  of
13    one  year  beginning  on July 1 of each year, except that the
14    student  member  initially  selected  shall  serve   a   term
15    beginning  on  the date of such selection and expiring on the
16    next succeeding June 30, and except that any  student  member
17    or  former  student  member may be selected by the recognized
18    advisory committee of students of the State Board to serve  a
19    second  term  as  the  nonvoting  student member of the State
20    Board; and 11 members, one of whom shall be a senior  citizen
21    age  60 or over,  to be appointed by the Governor by and with
22    the advice and consent of  the  Senate.   The  members  first
23    appointed under this amendatory Act of 1984 shall serve for a
24    term  of  6  years.  After the expiration of the terms of the
25    office of the members first appointed  to  the  State  Board,
26    their respective successors shall hold office for a term of 6
27    years  and  until  their successors are qualified and seated.
28    In the event of vacancies  on  the  State  Board  in  offices
29    appointed  by  the  Governor occurring during a recess of the
30    Senate, the Governor shall have the power to  make  temporary
31    appointments  until  the next meeting of the Senate, when the

 1    vacancy shall be filled by nomination to be confirmed by  the
 2    Senate.
