92_HB5719 LRB9214467DJgc 1 AN ACT in relation to violence. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Sexual and Domestic Violence Victims Task Force Act. 6 Section 5. Legislative findings. The General Assembly 7 finds that underreporting of sexual and domestic violence 8 continues to be a serious concern. A national survey of women 9 on college campuses found that fewer than 5% of attempted and 10 completed rapes were reported to law enforcement officials. 11 Many of the women surveyed stated that they did not want 12 their families or others to know of the offenses. 13 Section 10. Definitions. In this Act: 14 "Domestic violence" has the meaning ascribed to that term 15 in the Illinois Domestic Violence Act of 1986. 16 "An act of sexual violence" has the meaning ascribed to 17 that term in the Sexually Violent Persons Commitment Act. 18 Section 15. Task force created. The Sexual and Domestic 19 Violence Victims Task Force is created. The Governor shall 20 appoint the members of the task force, which shall consist of 21 representatives of the following: 22 (1) The Department of State Police. 23 (2) The Department of Human Services. 24 (3) The Department of Public Health. 25 (4) Law enforcement agencies. 26 (5) The courts of Illinois. 27 (6) Social workers. 28 (7) Providers of health care. 29 (8) State colleges and universities. -2- LRB9214467DJgc 1 (9) Public elementary and secondary schools. 2 (10) Domestic violence advocacy groups. 3 Section 20. Task force functions. 4 (a) The task force shall promote partnerships between 5 law enforcement agencies, prosecutors, the courts, and 6 advocates for victims of domestic violence and acts of sexual 7 violence, for the purposes of (i) increasing outreach efforts 8 to victims of domestic violence and acts of sexual violence 9 and (ii) coordinating the use of federal funding to combat 10 violence against women. 11 (b) The task force shall recommend outreach efforts to 12 encourage victims of domestic violence and acts of sexual 13 violence to report such acts of violence to law enforcement 14 agencies and to health care providers and agencies.
