92_HB5780eng HB5780 Engrossed LRB9211039NTsbA 1 AN ACT in relation to schools. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The School Code is amended by changing 5 Section 3-14.20 as follows: 6 (105 ILCS 5/3-14.20) (from Ch. 122, par. 3-14.20) 7 Sec. 3-14.20. Building plans and specifications. To 8 inspect the building plans and specifications, including but 9 not limited to plans and specifications for the heating, 10 ventilating, lighting, seating, water supply, toilets and 11 safety against fire of public school rooms and buildings 12 submitted to him by school boards, and to approve all those 13 which comply substantially with the building code authorized 14 in Section 2-3.12. If, within 10 days after the plans and 15 specifications have been received by the regional 16 superintendent of schools and prior to the bidding process, 17 (i) local fire, building, or plumbing inspectors in the 18 municipality, fire district, or county in which the school is 19 being constructed or altered request a review of the plans 20 and specifications or (ii) the regional superintendent of 21 schools requests that any of these local inspectors review 22 the plans and specifications and the municipality, fire 23 district, or county determines that it can accommodate this 24 request, then the school board shall submit a copy of the 25 plans and specifications to the local inspectors. The local 26 inspectors or, on behalf of the local inspectors, a certified 27 plan reviewer and certified inspector shall comment on the 28 plans and specifications based on the building code 29 authorized in Section 2-3.12 and respond to the regional 30 superintendent of schools within 15 business days after a 31 copy of the plans and specifications has been received by the HB5780 Engrossed -2- LRB9211039NTsbA 1 local inspectors. "Certified plan reviewer" and "certified 2 inspector" mean an individual who has been certified as such 3 by a national model code organization or equivalent agency 4 approved by the Capital Development Board. If the local 5 inspectors or certified inspector wish to inspect the actual 6 school construction or alteration, the local inspectors or 7 certified inspector must set up an initial pre-construction 8 meeting with the regional superintendent of schools, 9 outlining the inspection schedule and construction reviews. 10 The regional superintendent of schools shall then notify the 11 school district. The local inspectors or certified inspector 12 shall respond to the regional superintendent of schools with 13 any comments at the completion of each inspection. With 14 respect to the provisions of this Section concerning the 15 review of the plans and specifications and the inspection of 16 the actual school construction or alteration, in the case of 17 Cook County, references to the regional superintendent of 18 schools shall be deemed to refer to the intermediate service 19 center for the school district. If thesuchplans and 20 specifications are not approved or denied approval by the 21 regional superintendent of schools within 3 months after the 22 date on which they are submitted to him or her, the school 23 board may submit such plans and specifications directly to 24 the State Superintendent of Education for approval or denial. 25 (Source: P.A. 86-1312; 87-984.)
