 1        AN ACT in relation to vehicles.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Illinois  Vehicle  Code  is  amended by
 5    adding Section 15-301.1 as follows:

 6        (625 ILCS 5/15-301.1 new)
 7        Sec. 15-301.1.  Permits for concrete pump trucks and well
 8    drilling equipment; fees.
 9        (a)  The Department, upon request, shall issue  a  single
10    trip permit or annual permit for transporting a concrete pump
11    truck  or  well  drilling equipment. The Department shall set
12    fees for  issuance  of  the  permits.  The  permit  allows  a
13    concrete pump truck or well drilling equipment to be operated
14    on a specified route on State highways at a specified time on
15    a specified day, unless limitations due to weather conditions
16    or   construction   make   operation   too  hazardous.  These
17    limitations must be posted on the Department's website within
18    24 hours of the time the permit is to be used or at the  time
19    the  information requiring the limitations becomes available.
20    Single trip permits must be used on the route and during  the
21    time  specified.  Although  a  violation  of  the  terms  and
22    conditions  of  the  permit  does  not  revoke  the permit, a
23    vehicle and load found to be off the route prescribed in  the
24    permit  is  deemed  to  be  operating  without  a permit. Any
25    off-route vehicle and  load  must  obtain  a  new  permit  or
26    permits,  as  necessary,  to authorize movement back onto the
27    route authorized under the original permit.
28        (b)  The Department shall determine the form and  content
29    of   the   permit   with   respect   to  highways  under  its
30    jurisdiction. Local authorities shall determine the form  and
31    content  of  the  permit with respect to highways under their

 1    jurisdiction. Permits shall be available in either written or
 2    computer generated format. All other rules as to  permit  use
 3    and procedure in this Chapter shall be applicable.
 4        (c)  The  Department  shall make available on its website
 5    the procedure for acquiring the permits. The Department shall
 6    provide that the fees  it  sets  for  the  permits  shall  be
 7    payable  through  the  website  using  a credit card or other
 8    similar device.
 9        (d)  A  permit  may  not  allow  the  transportation   of
10    concrete  pump trucks or well drilling equipment which exceed
11    the  maximum  allowable  weight,  length,  or  width   limits
12    permissible on State highways.
