92_HB5895 LRB9215364NTsb 1 AN ACT concerning higher education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The University of Illinois Act is amended by 5 adding Section 7g-5 as follows: 6 (110 ILCS 305/7g-5 new) 7 Sec. 7g-5. Partial tuition waiver for community service. 8 (a) In this Section, "community service" means work or 9 service performed by a student either voluntarily or for some 10 form of academic credit through a nonprofit, governmental, or 11 community-based organization or through a school, college, or 12 university. 13 (b) The Board of Trustees shall offer a 10% tuition 14 waiver for 2 semesters of undergraduate education to any 15 student who provides or commits to provide at least 30 hours 16 of community service in an academic year. The community 17 service shall fall within the guidelines established by 18 subsection (c) of this Section but may be structured or 19 monitored by the University in such manner as to ensure that 20 the community service provided by the student meets the 21 objectives of this Section. The student may but need not be 22 awarded academic credit for the community service, but the 23 service must be rendered by the student as a volunteer and on 24 an uncompensated basis. 25 (c) In general, community service should be designed to 26 provide direct experience with people or project planning and 27 should have the goal of improving the quality of life for the 28 community. Eligible activities include without limitation 29 tutoring, literacy training, neighborhood improvement, 30 increasing environmental safety, assisting the elderly or 31 disabled, and providing mental health care, particularly for -2- LRB9215364NTsb 1 disadvantaged or low-income residents. The University shall 2 emphasize efforts that can most effectively use the skills of 3 students, such as tutoring programs and literacy programs. 4 Section 10. The Southern Illinois University Management 5 Act is amended by adding Section 8g-5 as follows: 6 (110 ILCS 520/8g-5 new) 7 Sec. 8g-5. The Higher Education Student Assistance Act -10- LRB9215364NTsb 1 is amended by adding Section 65.70 as follows: 2 (110 ILCS 947/65.70 new) 3 Sec. 65.70. Loan repayment grant for child welfare 4 workers. 5 (a) To bring more highly trained individuals into the 6 child welfare profession and to keep more highly trained 7 child welfare workers in the child welfare field for longer 8 periods of time, the Commission shall establish and 9 administer a program in which grants are awarded to persons 10 to assist in the repayment of their higher education loans. 11 The Commission may adopt any rules necessary to carry out its 12 responsibilities under this Section. 13 (b) A person is eligible to receive a grant under this 14 Section if he or she meets all of the following 15 qualifications: 16 (1) The person has a degree in social work or a 17 related field with a focus on serving children and 18 families, as determined by rule. 19 (2) The person is employed in public or private 20 child welfare services and has worked in such employment 21 full-time for at least 2 consecutive years at the time of 22 applying for the grant. 23 (3) The person has higher education student loans 24 to repay. 25 Upon completion of each of the 2nd, 3rd, 4th, and 5th 26 consecutive years of employment, a person may apply for a 27 grant. 28 (c) To receive a grant under this Section, the person 29 must submit a complete and accurate application to the 30 Commission at such time, in such manner, and containing such 31 information as the Commission may require. Grants shall be 32 awarded on a first-come, first-served basis and are subject 33 to the availability of appropriations. The Commission shall -11- LRB9215364NTsb 1 give priority in awarding grants for a fiscal year to 2 qualified applicants who received grants for the preceding 3 fiscal year. 4 (d) The amount of a grant awarded under this Section 5 shall be based on the number of consecutive years the person 6 has been employed full-time in public or private child 7 welfare services at the time of applying for the grant and 8 the total amount in higher education student loans that the 9 person owes at the time of receipt of the grant. The grant 10 amount shall be calculated as follows: 11 (1) Upon completion of the 2nd year of employment, 12 the grant amount shall be equal to 20% of the total loan 13 amount. 14 (2) Upon completion of the 3rd year employment, the 15 grant amount shall be equal to 20% of the total loan 16 amount. 17 (3) Upon completion of the 4th year of employment, 18 the grant amount shall be equal to 30% of the total loan 19 amount. 20 (4) Upon completion of the 5th year of employment, 21 the grant amount shall be equal to 30% of the total loan 22 amount. 23 (e) The Commission shall conduct, by grant or contract, 24 an independent statewide evaluation of the impact of this 25 program on the field of child welfare services. The grant or 26 contract shall be awarded on a competitive basis. All of the 27 following determinations shall be made in the evaluation: 28 (1) Whether the program has resulted in an increase 29 in the number of persons completing a degree in social 30 work or a related field with a focus on serving children 31 and families. 32 (2) Whether the program has contributed to 33 increased time on the job for child welfare workers as 34 measured by the length of time child welfare workers -12- LRB9215364NTsb 1 receiving grants have worked in the child welfare field 2 and the length of time these workers are continuing to 3 work in the field after they have ceased receiving 4 grants. 5 (3) Whether the program has increased the 6 experience and the quality of child welfare workers and 7 has contributed to increased performance in the outcomes 8 of child welfare services in terms of child well-being, 9 permanency, and safety, as determined after consultation 10 with the Secretary of Human Services. 11 The Commission shall prepare and submit to the Governor 12 and the General Assembly such interim reports regarding the 13 evaluation as the Commission deems appropriate and shall 14 prepare and submit to the Governor and General Assembly a 15 final report regarding the evaluation by September 30, 2010.
