The sum of $70,000,000, or so much thereof 24 as may be necessary, is appropriated from the School 25 Construction Fund to the Capital Development Board for school 26 construction grants pursuant to the School Construction Law, 27 in addition to amounts previously appropriated for such 28 purposes. 29 Section 16. The sum of $25,000,000, or so much thereof 30 as may be necessary, is appropriated from the Capital 31 Development Fund to the Board of Trustees of the University 32 of Illinois to plan and construct an Education and Research -15- LRB9216255JSpc 1 facility for the College of Medicine in Chicago, including 2 planning, land acquisition, demolition, construction, 3 remodeling, landscaping, site improvements, equipment, 4 extension or modification of campus utility systems, 5 relocation of programs, and such expenses as may be necessary 6 to complete the facility. This appropriation is in addition 7 to funds previously appropriated. 8 Section 17. The sum of $55,000,000, or so much thereof 9 as may be necessary, is appropriated from the Capital 10 Development Fund to the Capital Development Board for the use 11 by the Department of Central Management Services for the 12 acquisition of real property and related expenses in and 13 around the Capitol Complex, in Springfield, Illinois, the 14 purchase price to be set at fair market value, as determined 15 by independent appraisal, pre-existing option, exercise of 16 right of first refusal or other appropriate means of 17 determining fair market value when the acquisition of such 18 property is deemed by the Director of the Department of 19 Central Management Services to be in the best interest of the 20 state. 21 Section 18. The sum of $2,992,000, or so much thereof as 22 may be necessary, is appropriated from the Capital 23 Development Fund to the Board of Trustees of Northeastern 24 Illinois University to purchase equipment and remodel 25 buildings A, B and E. This appropriation is in addition to 26 any funds previously appropriated. 27 Section 19. The sum of $6,000,000, or so much thereof as 28 may be necessary, is appropriated from the Capital 29 Development Fund to the Board of Trustees of Eastern Illinois 30 University to purchase equipment, renovate and expand Fine 31 Arts Center. This appropriation is in addition to any funds -16- LRB9216255JSpc 1 previously appropriated. 2 Section 20. The sum of $2,400,000, or so much thereof as 3 may be necessary, is appropriated from the Capital 4 Development Fund to the Board of Trustees of Chicago State 5 University to purchase equipment to complete the construction 6 the the Convocation Center. This appropriation is in 7 addition to any funds previously appropriated. 8 Section 21. The sum of $3,944,000, or so much thereof as 9 may be necessary, is appropriated from the Capital 10 Development Fund to the Board of Trustees of Northern 11 Illinois University to purchase equipment for the College of 12 Business Building (Barsema Hall). This appropriation is in 13 addition to any funds previously appropriated. 14 Section 22. The sum of $800,000, or so much thereof as 15 may be necessary, is appropriated from the Capital 16 Development Fund to the Board of Trustees of Southern 17 Illinois University at Carbondale to purchase equipment for 18 Altgeld Hall and the Old Baptist Foundation Building. This 19 appropriation is in addition to any funds previously 20 appropriated. 21 Section 23. The sum of $15,000,000, or so much thereof 22 as may be necessary, is appropriated from the Capital 23 Development Fund to the Board of Trustees of the University 24 of Illinois to plan and construct a Classroom and Office 25 Building at the Springfield Campus and related utility 26 systems, including planning, land acquisition, demolition, 27 construction, remodeling, landscaping, site improvements, 28 equipment, extension or modification of campus utility 29 systems, and such expenses as may be necessary to complete 30 the facility. This appropriation is in addition to funds -17- LRB9216255JSpc 1 previously appropriated. 2 Section 24. The sum of $3,600,000, or so much thereof as 3 may be necessary, is appropriated from the Capital 4 Development Fund to the Capital Development Board for 5 miscellaneous capital improvements at various educational 6 facilities statewide, in addition to funds previously 7 appropriated. 8 ARTICLE 1a 9 Section 1. The amount of $100,000, or so much thereof 17 as may be necessary, and remains unexpended at the close of 18 business on June 30, 2002, from a reappropriation heretofore 19 made in Article 56a, Section 90 of Public Act 92-8, as 20 amended, is reappropriated to the Capital Development Board 21 from the Capital Development Fund to the North Suburban 22 Special Recreation Association for the purpose of all costs 23 associated with the recreation center, offices, ice arena and 24 for acquiring and developing an office. 25 Section 91. The amount of $100,000, or so much thereof 26 as may be necessary and remains unexpended at the close of 27 business on June 30, 2002, from a reappropriation heretofore 28 made in Article 56a, Section 91 of Public Act 92-8, approved 29 May 17, 2000, is reappropriated from the Fund for Illinois' 30 Future to the Capital Development Board for a grant to the 31 Clinton County Project for Older Americans for all costs -132- LRB9216255JSpc 1 associated with building acquisition and improvements. 2 Section 92. The amount of $113,903, or so much thereof 3 as may be necessary and remains unexpended at the close of 4 business on June 30, 2002, from a reappropriation heretofore 5 made for such purposes in Article 56a, Section 92 of Public 6 Act 92-8, approved May 17, 2000, is reappropriated from the 7 Capital Development Fund to the Capital Development Board for 8 a grant to the LaSalle Veterans Home for all costs associated 9 with architectural and engineering designs. 10 Section 93. The sum of $33,043, or so much thereof as 11 may be necessary and remains unexpended at the close of 12 business on June 30, 2002, from a reappropriation heretofore 13 made for such purposes in Article 56a, Section 93 of Public 14 Act 92-8, approved May 17, 2000, is reappropriated from the 15 Capital Development Fund to the Capital Development Board for 16 a grant to Blackhawk East College for all costs associated 17 with a multi-purpose agriculture education instructional 18 center. 19 Section 94. The sum of $1,320,000, or so much thereof as 20 may be necessary and remains unexpended at the close of 21 business on June 30, 2002, from a reappropriation heretofore 22 made in Article 56a, Section 94 of Public Act 92-8, approved 23 May 17, 2000, is reappropriated from the General Revenue Fund 24 to the Capital Development Board for a grant to the Village 25 of Bridgeview for all costs associated with infrastructure 26 improvements. 27 Section 96. The sum of $9,476,266, or so much thereof as 28 may be necessary and remains unexpended at the close of 29 business on June 30, 2002, from a reappropriation heretofore 30 made for such purposes in Article 56a, Section 96 of Public -133- LRB9216255JSpc 1 Act 92-8, approved May 17, 2000, is reappropriated from the 2 Capital Development Fund to the Capital Development Board for 3 a grant to Chicago State University for all costs associated 4 with construction of a Convocation Center. 5 Section 97. The sum of $900,000, or so much thereof as 6 may be necessary and remains unexpended at the close of 7 business on June 30, 2002, from a reappropriation heretofore 8 made for such purposes in Article 56a, Section 97 of Public 9 Act 92-8, approved May 17, 2000, is reappropriated from the 10 Capital Development Fund to the Capital Development Board for 11 costs associated with establishing a campus-wide fire alarm 12 system at Governor's State University. 13 Section 98. The sum of $100,000, or so much thereof as 14 may be necessary and remains unexpended at the close of 15 business on June 30, 2002, from a reappropriation heretofore 16 made in Article 56a, Section 98 of Public Act 92-8, approved 17 May 17, 2000, is reappropriated from the Fund for Illinois' 18 Future to the Capital Development Board for a grant to 19 National Latinos with Disabilities for capital developments. 20 Section 100. The sum of $95,000, or so much thereof as 21 may be necessary and remains unexpended at the close of 22 business on June 30, 2002, from a reappropriation heretofore 23 made for such purposes in Article 56a, Section 100 of Public 24 Act 92-8, approved May 17, 2000, is reappropriated from the 25 Capital Development Fund to the Capital Development Board for 26 a grant to Kendall County for all costs associated with 27 courthouse renovation, in addition to other funds 28 appropriated for such purpose. 29 Section 101. The sum of $200,000, or so much thereof as 30 may be necessary and remains unexpended at the close of -134- LRB9216255JSpc 1 business on June 30, 2002, from a reappropriation heretofore 2 made for such purposes in Article 56a, Section 101 of Public 3 Act 92-8, approved May 17, 2000, is reappropriated from the 4 Capital Development Fund to the Capital Development Board for 5 a grant to the Italian American Sports Hall of Fame for 6 various improvements. 7 Section 102. The amount of $33,734, or so much thereof 8 as may be necessary and remains unexpended at the close of 9 business on June 30, 2002, from a reappropriation made in 10 Article 56a, Section 102 of Public Act 92-8, is 11 reappropriated from the Capital Development Fund to the 12 Capital Development Board for the Department of Human 13 Services to construct a detention and treatment facility. 14 Section 104. The amount of $32,000,000, or so much 15 thereof as may be necessary and remains unexpended at the 16 close of business on June 30, 2002, from an appropriation 17 heretofore made in Article 56, Section 19 of Public Act 92-8, 18 is reappropriated from the Capital Development Fund to the 19 Board of Trustees of the University of Illinois for planning, 20 construction and equipment for a computer science in 21 engineering facility. 22 Section 106. The amount of $15,000,000, or so much 23 thereof as may be necessary and remains unexpended at the 24 close of business on June 30, 2002, from an appropriation 25 heretofore made in Article 56, Section 25 of Public Act 92-8, 26 is reappropriated from the Capital Development Fund to the 27 University of Illinois at Springfield for constructing a 28 classroom and office building, in addition to funds 29 previously appropriated. 30 STATE BOARD OF EDUCATION -135- LRB9216255JSpc 1 Section 107. The sum of $619,914,688, or so much thereof 2 as may be necessary and remains unexpended at the close of 3 business on June 30, 2002, from an appropriation heretofore 4 made in Article 56, Section 26 of Public Act 92-8, is 5 reappropriated from the School Construction Fund to the 6 Capital Development Board for school construction grants 7 pursuant to the School Construction Law, in addition to 8 amounts previously appropriated for such purposes. 9 BOARD OF HIGHER EDUCATION 10 SOUTHERN ILLINOIS UNIVERSITY - CARBONDALE 11 Section 108. The sum of $1,918,900, or so much thereof 12 as may be necessary and remains unexpended at the close of 13 business on June 30, 2002, from an appropriation heretofore 14 made in Article 56, Section 27 of Public Act 92-8, is 15 reappropriated from the Capital Development Fund to the 16 Capital Development Board for planning a renovation and 17 addition to the Morris Library. 18 ILLINOIS VALLEY COMMUNITY COLLEGE 19 Section 109. The sum of $6,000,000, or so much thereof 20 as may be necessary and remains unexpended at the close of 21 business on June 30, 2002, from an appropriation heretofore 22 made in Article 56, Section 28 of Public Act 92-8, is 23 reappropriated from the Capital Development Fund to the 24 Capital Development Board for planning, construction and 25 renovations necessary to abate asbestos containing materials 26 at Illinois Valley Community College campus facilities. 27 ILLINOIS MATH AND SCIENCE ACADEMY 28 Section 110. The sum of $2,000,000, or so much thereof 29 as may be necessary and remains unexpended at the close of 30 business on June 30, 2002, from an appropriation heretofore 31 made in Article 56, Section 29 of Public Act 92-8, is -136- LRB9216255JSpc 1 reappropriated from the Capital Development Fund to the 2 Capital Development for the Illinois Math and Science Academy 3 to plan and begin construction of a mezzanine level in the 4 east gymnasium. 5 UNIVERSITY OF ILLINOIS COLLEGE OF MEDICINE AT PEORIA 6 Section 111. The sum of $1,500,000, or so much thereof 7 as may be necessary and remains unexpended at the close of 8 business on June 30, 2002, from an appropriation heretofore 9 made in Article 56, Section 30 of Public Act 92-8, is 10 reappropriated from the Tobacco Settlement Recovery Fund to 11 the Capital Development Board for a grant to the University 12 of Illinois College of Medicine at Peoria for planning a 13 Clinical and Basic Research Oncology Center. 14 Section 112. No contract shall be entered into or 15 obligation incurred for any expenditures from appropriations 16 made in these Articles until after the purposes and amounts 17 have been approved by the Governor. 18 Section 999. Effective date. This Act takes effect on 19 July 1, 2002.
