92_HJ0016 LRB9206831RHrh 1 HOUSE JOINT RESOLUTION 2 WHEREAS, Effective January 1, 1990, all motorists in the 3 State of Illinois are prohibited from operating any vehicle 4 unless a liability insurance policy covering the vehicle is 5 in effect and proof of such coverage is carried by the 6 operator of the vehicle; and 7 WHEREAS, Subsequent additions to the mandatory vehicle 8 insurance laws have required sampling of previous violators, 9 increased reinstatement fees, safety responsibility insurance 10 coverage, and one-time only court supervision for uninsured 11 motorists; and 12 WHEREAS, The Department of Insurance estimates that as of 13 1998, 4.3% of the motorists in Illinois failed to acquire the 14 legally required motor vehicle insurance; and 15 WHEREAS, Insured motorists in Illinois pay additional 16 premiums for uninsured motorists coverage and often are 17 required to pay deductibles for accidents involving uninsured 18 motorists; and 19 WHEREAS, Additional steps such as showing proof of 20 insurance at the time of registering or renewing a vehicle's 21 registration may aid in further reducing the number of 22 uninsured in Illinois; and 23 WHEREAS, Further studying the effectiveness of the 24 current mandatory insurance laws and potential future 25 legislation may help to reduce the number of uninsured 26 motorists; therefore, be it 27 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 28 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 29 SENATE CONCURRING HEREIN, that there is hereby created a task 30 force entitled the Mandatory Insurance Advisory Task Force 31 comprised of 12 members, with the Speaker of the House, the -2- LRB9206831RHrh 1 Minority Leader of the House, the President of the Senate, 2 and the Minority Leader of the Senate each appointing 2 3 members and the Governor appointing 4 members, with such 4 membership to include representatives of the insurance 5 industry and insurance consumers as well as members of the 6 Illinois General Assembly; and be it further 7 RESOLVED, That the task force shall study the 8 effectiveness of the current mandatory insurance provisions 9 and any possible further steps which may be taken to further 10 reduce the number of uninsured motorists in Illinois; and be 11 it further 12 RESOLVED, That such task force shall present its findings 13 to the House of Representatives and the Senate no later than 14 January 10, 2002.
