92_HJ0021 LRB9208435OBtm 1 HOUSE JOINT RESOLUTION 2 WHEREAS, The Illinois General Assembly takes notice that 3 some public defenders and assistant prosecutors in the 4 Illinois criminal justice systems are often burdened with 5 heavy caseloads that prevent the high quality of justice that 6 Illinois citizens deserve; and 7 WHEREAS, In order for the State to protect its moral and 8 ethical integrity, the State must ensure a justice system 9 that is staffed by attorneys able to give adequate attention 10 to each case; and 11 WHEREAS, A task force should be established on caseloads 12 in the Illinois justice systems to study appropriate levels 13 of caseloads and to make recommendations on caseloads 14 solutions for reducing current caseloads and maintaining 15 future caseloads at appropriate levels; therefore be it 16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 17 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 18 SENATE CONCURRING HEREIN, that the Task Force on Caseloads in 19 the Illinois Justice Systems is created and shall be 20 comprised of 19 members who shall serve without compensation 21 and who shall be appointed as follows: 22 (1) One member appointed by the President of the Senate; 23 (2) One member appointed by the Minority Leader of the 24 Senate; 25 (3) One member appointed by the Speaker of the House of 26 Representatives; 27 (4) One member appointed by the Minority Leader of the 28 House of Representatives; 29 (5) One member appointed by the Governor; 30 (6) One member appointed by the Illinois Supreme Court; 31 (7) One member appointed by the Illinois Public Defender 32 Association; -2- LRB9208435OBtm 1 (8) Three members appointed by the Illinois Appellate 2 Prosecutors Association; 3 (9) Three members appointed by the Office of the State 4 Appellate Defender; 5 (10) One member appointed by the Office of the Attorney 6 General; 7 (11) One member appointed by the Illinois State's 8 Attorneys' Association; 9 (12) One member appointed by the Illinois Attorneys for 10 Criminal Justice; 11 (13) One member appointed by the Office of the Public 12 Defender of Cook County; 13 (14) One member appointed by the Office of the State's 14 Attorney of Cook County; and 15 (15) One member appointed by the Illinois State Bar 16 Association; 17 The Task Force shall select one of its members as 18 chairperson; and be it further 19 RESOLVED, That the Task Force shall report its findings 20 and recommendations to the Governor, the General Assembly, 21 and to the Illinois Supreme Court no later than October 1, 22 2002.
