1 AMENDMENT TO HOUSE JOINT RESOLUTION 39
2 AMENDMENT NO. . Amend House Joint Resolution 39 on
3 page 1, by replacing lines 21 through 32 with the following:
4 "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
6 SENATE CONCURRING HEREIN, that there is created the Illinois
7 Legislative Task Force on Fairness in Health Care Services
8 Contracting consisting of six voting members; two of whom
9 shall be members of the Senate appointed by the President of
10 the Senate, one of whom shall serve as Co-chairperson, one of
11 whom shall be a member of the Senate appointed by the
12 Minority Leader of the Senate, two of whom shall be members
13 of the House of Representatives appointed by the Speaker of
14 the House of Representatives, one of whom shall serve as
15 Co-chairperson, one of whom shall be a member of the House of
16 Representatives appointed by the Minority Leader of the House
17 of Representatives; the Director of Insurance or his or her
18 designee, the Director of Public Health or his or her
19 designee, the Director of Public Aid or his or her designee,
20 and the Director of Central Management Services or his or her
21 designee shall serve as ex officio non-voting members of the
22 Task Force; and be it further
23 RESOLVED, That the Task Force shall include the following

1 non-voting members; including one representative of the
2 following organizations; Illinois Hospital and HealthSystems
3 Association, Illinois State Dental Society, Illinois Nurses
4 Association, Illinois Pharmacists Association, Illinois State
5 Medical Society, Illinois Podiatric Medical Society, Illinois
6 Optometric Association, Illinois Association of Clinical
7 Psychologists, Illinois Freestanding Surgery Center
8 Association, Chicago Federation of Labor, Illinois Municipal
9 League, American Association of Retired Persons, Employment
10 Law Council, Illinois Association of Health Plans, Managed
11 Health Providers Association, Illinois Life Insurance
12 Council, Blue Cross/Blue Shield of Illinois, Illinois Chamber
13 of Commerce, Illinois Manufacturers Association, Illinois
14 Retail Merchants Association, AFL/CIO, and the City of
15 Chicago; and be it further
16 RESOLVED, That the meetings of the Task Force shall be
17 held at the call of the Co-chairpersons and that the
18 non-voting members of the Task Force shall serve without
19 compensation; and be it further
20 RESOLVED, That the Task Force shall study the health plan
21 professional and provider services contracting process; and
22 be it further
23 RESOLVED, That the Task Force shall report its
24 recommendations to the General Assembly and Governor on or
25 before January 15, 2002."; and
26 on page 2, by deleting lines 1 through 31.
