1 HOUSE JOINT RESOLUTION
2 WHEREAS, The American Red Cross plays a crucial
3 leadership role in the International Federation of Red Cross
4 and Red Crescent Societies, whose mission and role is to
5 provide humanitarian assistance without discrimination as to
6 nationality, race, religious beliefs, class, or political
7 opinions; and
8 WHEREAS, For the past 52 years, the International
9 Federation of Red Cross and Red Crescent Societies has
10 refused to grant Israel's Red Cross counterpart, Magen David
11 Adom, full membership status in the International Federation,
12 relegating it instead to non-voting observer status; and
13 WHEREAS, Magen David Adom is the only disaster relief
14 organization of a sovereign nation to be discriminated
15 against in this manner; and
16 WHEREAS, There is no justification warranting Israel's
17 exclusion from the International Federation; and
18 WHEREAS, The International Federation's refusal to grant
19 full member status to Magen David Adom is an affront both to
20 universal humanitarian values and to the American values of
21 openness, fairness, tolerance, and multicultural inclusion;
22 therefore be it
23 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
25 SENATE CONCURRING HEREIN, that we urge the American Red Cross
26 to remain firm in its resolve to secure admission of Israel's
27 Magen David Adom as a full member of the International
28 Federation of Red Cross and Red Crescent Societies; and be it
29 further
30 RESOLVED, That suitable copies of this resolution be
31 delivered to each member of the American Red Cross Board of
