 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  first  Illinois  families  will  soon   be
 3    reaching  their 60-month TANF lifetime eligibility limitation
 4    for public assistance grants and supportive services; and

 5        WHEREAS,  The  Illinois  Public  Aid  Code  at  305  ILCS
 6    5/4-1.12 permits the Department of Human Services  to  exempt
 7    individual  assistance  units  from this 60-month limitation;
 8    and

 9        WHEREAS, The Department has not yet  established  how  it
10    will  resolve  addressing  the many families that reach their
11    60-month  lifetime  limitation  under   the   TANF   program;
12    therefore, be it

13        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
14    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15    the Department of Human  Services  shall  conduct  full  case
16    reviews 6 months before each family reaches its 60-month TANF
17    limitation   to   determine,  by  the  end  of  the  60-month
18    limitation period, what can be done to overcome the need  for
19    future public assistance for the family; and be it further

20        RESOLVED,  That  the  Department  of Human Services shall
21    report to the House of Representatives, by  March  30,  2001,
22    the  manner  in  which it intends to ensure that impoverished
23    families  will  be  housed,  fed,  and  clothed,  have  their
24    necessary medical care covered, and  be  otherwise  protected
25    once  their  60-month TANF eligibility has expired; and be it
26    further

27        RESOLVED, That the Department  of  Human  Services  shall
28    include  in  its report an estimate of how much State funding
29    would be necessary to cover the costs of a TANF  continuation
30    program  funded  with  only State moneys for as many of these
31    families as the  Department  recommends  be  continued  in  a

 1    TANF-like  program,  with eligibility for such a continuation
 2    program renewable in 3-month or 6-month increments  for  each
 3    family, based on the family's hardship circumstances and good
 4    faith  efforts  to  become  self-supporting  and the family's
 5    continued need for assistance; and be it further

 6        RESOLVED, That the Department  of  Human  Services  shall
 7    also  include  in  its  report  the  Department's recommended
 8    statutory changes that may be necessary to implement  such  a
 9    TANF  continuation  program  for  Illinois  families, and the
10    recommended   manner    of    amending    the    Department's
11    appropriations line items to accommodate such a program.
