92_HR0147 LRB9208415RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are pleased to honor milestone events in the 4 lives of the citizens of the State of Illinois; and 5 WHEREAS, It has come to our attention that Ronald Foster 6 is retiring from his duties as Mayor of Glen Carbon, 7 Illinois; and 8 WHEREAS, Mayor Foster has served as Mayor for the Village 9 of Glen Carbon for the past 37 years; and 10 WHEREAS, During his tenure, Ronald Foster has 11 accomplished many of his goals which include, completing a 12 major sanitary sewer main construction project that 13 eliminated all existing sewage treatment plants in the area; 14 participating in major water improvement projects that have 15 resulted in improved water quality and quantity; obtaining 16 funds to reconstruct Meridian and Glen Crossing Road; 17 establishing the Historical Preservation Commission; and 18 encouraging the board of trustees to purchase the Illinois 19 Central Railroad Right of Way which now serves as the Ronald 20 J. Foster Heritage Bike Trail; and 21 WHEREAS, Mayor Foster's other acievements include, his 22 work to improve the following roadways: Center Grove Road, 23 Illinois 159, Cottonwood Road, Kettle River Drive, Junction 24 Drive extension, the creation of Glen Carbon Centennial 25 Library and the establishment of Glen Carbon's first Senior 26 Citizen/Community Center; he pioneered Greenspace 27 preservation for the Village residents; and he worked 28 diligently to streamline local government which has resulted 29 in beneficial intergovernmental agreements with other 30 governmental bodies such as Madison County, Granite City, 31 Edwardsville, Maryville, and Troy; and -2- LRB9208415RHrh 1 WHEREAS, During his term, Mayor Ronald Foster set the 2 economic policy of the Village using money generated from the 3 increase in the sales tax rather than increasing real estate 4 taxes; since 1984, real estate taxes have declined while the 5 sales tax has increased; and 6 WHEREAS, Mayor Ronald Foster was the recipient of the 7 East/West Gateway Coordinating Council's Gateway Award for 8 his involvement in the creation of the Madison County 9 Regional Wastewater Treatment System; and 10 WHEREAS, Mayor Ronald Foster has accomplished an 11 outstanding 37 years of dedicated service to the Village of 12 Glen Carbon; during his tenure, he has accomplished numerous 13 deeds that has improved the quality of life for the 14 residents; his presence will be sorely missed; therefore, be 15 it 16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 17 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 18 we congratulate Mayor Ronald Foster for his dedicated service 19 to the Village of Glen Carbon, Illinois, and we wish him well 20 in his retirement; and be it further 21 RESOLVED, That a suitable copy of this resolution be 22 presented to Mayor Ronald Foster and an expression of our 23 esteem.
