92_HR0264 LRB9208761RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The high price of gasoline and natural gas 3 throughout the United States and the electricity crises in 4 the western states during the last year demonstrate that it 5 is time for a national debate on how the United States 6 acquires, distributes, and uses energy resources; and 7 WHEREAS, The United States Government needs to develop a 8 comprehensive national energy policy which is based on 9 science, conservation, future needs, and national security; 10 and 11 WHEREAS, The President's call for a national energy 12 policy has stressed the importance of a policy that assures 13 both an adequate supply of affordable fuel and reduced 14 reliance on foreign oil sources; and 15 WHEREAS, Legislation has been introduced in Congress in 16 2001 dealing with energy conservation, environmental 17 regulation and fossil-fuel supplies, and central to the 18 debate over these issues is whether Alaska's Arctic National 19 Wildlife Refuge should be opened to oil exploration; and 20 WHEREAS, Alaska's Arctic National Wildlife Refuge has 20 21 million acres of tundra and is remote and largely untouched; 22 and 23 WHEREAS, The Arctic National Wildlife Refuge is a 24 pristine natural wonder that is home to 45 species of 25 mammals, 36 types of fish, and more than 160 species of 26 birds; and 27 WHEREAS, Prospecting for oil in wildlife refuges is a 28 debatable proposition, given the risks to this unique 29 environment, and proposals to drill in such areas are no 30 substitute for a boarder energy policy; therefore, be it -2- LRB9208761RHrh 1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 2 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 3 we urge the President of the United States to ban any attempt 4 to open Alaska's Arctic National Wildlife Refuge to oil 5 exploration; and be it further 6 RESOLVED, That suitable copies of this resolution be 7 delivered to the President and Vice President of the United 8 States, United States Senators Richard Durbin and Peter 9 Fitzgerald, members of the Illinois Congressional Delegation, 10 the Governor of the State of Illinois, the Speaker of the 11 Illinois House of Representatives, the Minority Leader of the 12 Illinois House of Representatives, the President of the 13 Illinois Senate, and the Minority Leader of the Illinois 14 Senate.
