92_HR0284 LRB9208552DJgcC 1 HOUSE RESOLUTION 2 WHEREAS, Child support collection, disbursement, and 3 enforcement duties were transferred to the Department of 4 Public Aid, and in October 1999 the State Disbursement Unit 5 assumed disbursement duties; and 6 WHEREAS, Due to the lack of an independent centralized 7 agency whose sole purpose is the establishment, enforcement, 8 and disbursement of child support in a timely and efficient 9 manner, numerous complaints and problems have arisen 10 regarding the timeliness and accuracy of collections and 11 disbursements; and 12 WHEREAS, Child support is a necessary component in the 13 finances of a rising number of households in the State of 14 Illinois, and the lack of support forces custodial parents to 15 apply for or remain on public assistance; and 16 WHEREAS, Child support requires the complete attention 17 and focus of the agency charged with child support 18 establishment, collection, disbursement, and enforcement, 19 because the Department of Public Aid is also responsible for 20 programs including KidCare and Medicaid; therefore, be it 21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 22 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 23 the House Task Force on Child Support Collection and 24 Enforcement is created, to consist of 10 members, appointed 5 25 each by the Speaker of the House of Representatives and the 26 Minority Leader of the House of Representatives; and be it 27 further 28 RESOLVED, That the task force shall explore, via hearings 29 any other reasonable methods conducted during the summer of 30 2001, the possibility of creating an independent agency for 31 the collection and enforcement of child support that can -2- LRB9208552DJgcC 1 efficiently and aggressively administer and execute the 2 establishment, collection, disbursement, and enforcement of 3 child support; and be it further 4 RESOLVED, That a copy of this Resolution be transmitted 5 to the Director of Public Aid.
