92_HR0446 LRB9209209RHrhA 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to express their sincere condolences to 4 the family and friends of Chicago Alderman Lorraine L. Dixon, 5 who passed away on June 29, 2001; and 6 WHEREAS, Lorraine L. Dixon was born on June 18, 1950; she 7 was the only girl and the youngest of five children born to 8 Edwin and Edra Godwin; and 9 WHEREAS, Lorraine L. Dixon was appointed Alderman of the 10 8th Ward in June 1990, elected Alderman in February of 1991, 11 and re-elected to a third term in February 1999; and 12 WHEREAS, Alderman Dixon's duties included hosting "ward 13 night" every Monday evening to register the community's 14 concerns or complaints; hosting community meetings to bring 15 important information to the residents of the 8th Ward; 16 attending block club meetings to meet and greet the 17 constituents; hosting anti-crime marches; hosting housing 18 seminars; hosting clean-up campaigns; hosting free 19 immunizations for school age children at her ward office; and 20 hosting an annual back-to-school parade; and 21 WHEREAS, Alderman Dixon was elected chairman of the 22 Committee on the Budget and Government Operations in August 23 1994 by the Chicago City Council; she was the first woman in 24 city government to hold this position, which has jurisdiction 25 over all matters concerning the organization, reorganization, 26 and efficient management of city government, as well as 27 federal and State legislation and administrative regulations 28 that pertain to city government; in addition, she served as 29 Chairman of the Sub-Committee on MBE/WBE and Affirmative 30 Action Matters of the Committee on the Budget; and 31 WHEREAS, Alderman Lorraine L. Dixon served as a -2- LRB9209209RHrhA 1 co-sponsor of Chicago's first series of "Contractor and 2 Vendor Fair for Minority and Women-Owned Businesses," which 3 helped educate minority entrepreneurs on becoming certified 4 with the City of Chicago to be eligible to win city 5 contracts; and 6 WHEREAS, In addition to her aldermanic responsibilities, 7 Chairman Dixon was elected President Pro-Tempore of the City 8 Council by the Chicago City Council in January of 1993; and 9 WHEREAS, Alderman Dixon was an active member in the 10 political arena; she served as chief-of-staff for the 11 Committee on Energy, chief zoning administrator for the 12 Committee on Zoning and worked in the Department of Human 13 Services as a personnel counselor and a training technician; 14 in addition, she was past Chairman of the Committee on Human 15 Relations; and 16 WHEREAS, Alderman Dixon held memberships on numerous 17 boards and participated in a variety of community 18 organizations to learn first hand the needs and issues of the 19 community; some of her numerous memberships included the 8th 20 Ward Democratic Organization, the Board of Directors of the 21 87th Street Chamber of Commerce, and the Jackson Park 22 Hospital; in addition, she held memberships in numerous 23 professional and volunteer organizations; and 24 WHEREAS, The passing of Alderman Lorraine L. Dixon will 25 be deeply felt by all who knew and loved her, especially her 26 mother, Edra Godwin, and her brothers, Edward Godwin, Jr. and 27 Eddie Godwin; therefore, be it 28 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 29 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 30 we mourn, along with all who knew her, the death of Alderman 31 Lorraine L. Dixon of Chicago, Illinois; and be it further -3- LRB9209209RHrhA 1 RESOLVED, That a suitable copy of this resolution be 2 presented to the family of Alderman Lorraine L. Dixon with 3 our sincere condolences.
