92_HR0456 LRB9209208RHrhB 1 HOUSE RESOLUTION 2 WHEREAS, The level of crime, suicide, and bankruptcy in a 3 community invariably increases as a casino opens its doors; 4 and 5 WHEREAS, Local communities have no authority to declare 6 whether or not large scale Native American gambling should 7 take place in their towns; and 8 WHEREAS, Native American casinos have been known to 9 attract organized crime; and 10 WHEREAS, Current Native American gambling policy has 11 corrupted the political process in some states and 12 communities to the point that legislative initiatives with 13 overwhelming popular support have no chance of passage due to 14 the enormous political power of the gambling industry; and 15 WHEREAS, Current Native American policy has become so 16 intertwined with the corruptive effects of the gambling 17 industry that it has lost almost all credibility; therefore, 18 be it 19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 20 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 21 we support the proposed federal Tribal and Local Communities 22 Relationship Act; this Act will require that the State 23 legislatures and governors give their consent to any new 24 gaming compacts and uses of newly acquired land for Class III 25 gambling before any gambling expansion can take place; and be 26 it further 27 RESOLVED, That we support that portion of the Act that 28 will further limit Native American tribes so that in the 29 future they may conduct Class III gaming on only one parcel 30 of land per tribe; and be it further -2- LRB9209208RHrhB 1 RESOLVED, That we support that portion of the Act that 2 shall establish a Federal Native American Policy Commission 3 to report and make legislative suggestions on the following: 4 (1) the economic, environmental, and social impact of 5 Indian gaming facilities on local communities; 6 (2) the influence of non-Native American private investors 7 on the Indian Federal Recognition Process; 8 (3) the influence of non-Native American private investors 9 on the establishment and operation of Indian gaming 10 facilities; 11 (4) the influence of organized crime on Indian gaming; 12 (5) how to improve the living standards of Native 13 Americans; and be it further 14 RESOLVED, That we support that portion of the Act that 15 directs the Federal Native American Policy Commission to 16 impose minimum requirements for federal regulations regarding 17 the following: 18 (1) security in Indian casinos; 19 (2) rules of play of games and controls of games; 20 (3) credit and debit collection controls; 21 (4) accounting and auditing procedures; and be it further 22 RESOLVED, That suitable copies of this resolution be 23 presented to the President of the United States and to each 24 member of the Illinois congressional delegation.
