92_HR0497 LRB9210759RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The Illinois Department of Public Health spent 3 $5 million in Tobacco Settlement Funds on a youth tobacco 4 prevention pilot program in Winnebago County alone in fiscal 5 year 2001; and 6 WHEREAS, The Illinois Department of Public Health intends 7 to limit spending of the increased appropriation of $11 8 million in Tobacco Settlement Funds to the central Illinois 9 region for similar youth tobacco prevention pilot projects in 10 fiscal year 2002; and 11 WHEREAS, Two-thirds of the State's population resides in 12 the northeastern region of Illinois; and 13 WHEREAS, Little or none of the youth tobacco prevention 14 program appropriation has been directed towards the 15 northeastern region of Illinois; and 16 WHEREAS, The Department of Public Health's proposal for 17 youth tobacco prevention seriously lacks the depth and scope 18 needed to effectively address the needs of all Illinois 19 youth; and 20 WHEREAS, The State of Illinois economy is struggling to 21 grow; and 22 WHEREAS, Actual revenues in the first quarter of fiscal 23 year 2002 were $416 million less than estimated in July; 24 therefore, be it 25 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 26 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 27 we recommend to the Department of Public Health that Illinois 28 would be better served during this time of budgetary crisis 29 to set aside the $11 million appropriation to help compensate 30 for short falls the state will inevitably experience in the -2- LRB9210759RHrh 1 near future; and be it further 2 RESOLVED, That a suitable copy of this resolution be 3 presented to the Director of Public Health.
