92_HR0505 LRB9210938RHrh 1 HOUSE RESOLUTION 2 WHEREAS, Dr. Donald S. Spencer began serving as President 3 of Western Illinois University in 1994; and 4 WHEREAS, Dr. Spencer has been an inspirational and 5 innovative leader of the University, responsible for the 6 creation of several unique and highly successful programs and 7 policies designed to provide benefits to students, parents, 8 the University, and the State of Illinois; among those are a 9 timely degree-completion program called GradTrac, the 10 benefits of which include significant financial-aid savings 11 to the State, a guaranteed four year tuition, fee, room and 12 board program (the first of its kind in the nation); and a 13 highly-praised dual-admission program with several community 14 colleges; and 15 WHEREAS, During Dr. Spencer's tenure, Western Illinois 16 University enrollments and retention have increased, 17 admission standards have been raised, a well-received 18 Quad-Cities facility has been opened, a transit system 19 serving the community as well as the University has been 20 created, a campus beautification effort has been completed, 21 and a host of other significant accomplishments have been 22 achieved; and 23 WHEREAS, President Spencer's wife, Dr. Sue Spencer, has 24 made her own contribution to Illinois higher education, 25 serving as Vice-President of Instruction and Student Services 26 for Spoon River College since 1996 and as Acting President 27 from June until October of 2000; the Spencers' daughter, 28 Jennifer, is currently an Assistant Professor in 29 International Business at George Washington University; and 30 WHEREAS, President Spencer and his wife will both retire 31 from their respective positions in December 2001; therefore, 32 be it -2- LRB9210938RHrh 1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 2 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 3 we express our sincere thanks to both Don and Sue Spencer for 4 their significant contributions to higher education and the 5 State of Illinois and congratulate them for their many 6 notable achievements; and be it further 7 RESOLVED, That we join together to wish them all the best 8 in their retirement and any future endeavors; and be it 9 further 10 RESOLVED, That a suitable copy of this resolution be 11 presented to Don and Sue Spencer as an expression of our 12 esteem.
