92_HR0513 LRB9211000RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives wish to recognize notable members of the 4 Illinois General Assembly; and 5 WHEREAS, It has come to our attention that Tom Ryder is 6 retiring as Representative for the 97th District on November 7 13, 2001; and 8 WHEREAS, Born on May 17, 1949, Tom Ryder graduated Magna 9 Cum Laude from Northern Illinois University in 1971 and 10 received his Juris Doctor from Washington and Lee University 11 in 1975; and 12 WHEREAS, In August of 1983, Tom Ryder began serving in 13 the Illinois General Assembly as the Representative for the 14 97th District; and 15 WHEREAS, Tom Ryder is Deputy Republican Leader of the 16 House and Co-Chairman of the Joint Committee on 17 Administrative Rules; among his many legislative 18 accomplishments are sponsorship of medical malpractice 19 reforms and legislation for the prevention of violence and 20 the deterrence of welfare fraud and abuse; he was the chief 21 sponsor of Conservation 2000; he has also served as co-chair 22 of the Illinois Geographic Information Council and the 23 Midwest Legislative Conference BILLD; and 24 WHEREAS, In addition to his service in the General 25 Assembly, Representative Ryder has served civic and community 26 organizations as a member of Peace United Church of Christ, 27 chairman of the Jerseyville All-Weather Track Committee, 28 founder of the Jersey Community High School Theatre Friends, 29 former chairman of the United Way, and former co-chairman of 30 the Jersey County Cancer Crusade Bike-A-Thon; in addition, he 31 has served the Council of State Governments as National Chair -2- LRB9211000RHrh 1 and as a member of the Executive Committee, Strategic 2 Planning Committee, and International Committee; and 3 WHEREAS, Representative Ryder has received many awards 4 and commendations, including the Friend of Agriculture award 5 from the Illinois Farm Bureau, the Friend of Education award 6 from the Illinois Education Association and the Illinois 7 State Board of Education, the Legislator of the Year award 8 from the Illinois Hospital Association, the Up and Coming 9 Legislator award from Sangamon State University, the Henry 10 Toll Fellowship for 1987 from the Council of State 11 Governments, the Illinois 4-H Alumni Award from the Illinois 12 Cooperative Extension Service, the Legislator of the Year 13 award for 1992 from the Rural Health Association, the Leader 14 for Peace award from the Illinois Council on Violence 15 Prevention, and the Outstanding Legislator award for 2000 16 from the Illinois Community College Trustees Association; and 17 WHEREAS, Tom and his wife Peggy reside in Jerseyville; 18 they have two sons, Joshua and Timothy; and Tom has accepted 19 the position of Vice President of External Affairs with the 20 Illinois Community College Board; therefore, be it 21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 22 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 23 we honor Representative Tom Ryder for his dedicated service 24 and commitment to the residents of his district as well as 25 all the citizens of the State of Illinois; his presence in 26 the Illinois House of Representatives will be dearly missed 27 by members on both sides of the aisle; and be it further 28 RESOLVED, That we wish Tom Ryder well as he takes on his 29 new responsibilities as Vice President of External Affairs 30 with the Illinois Community College Board; and be it further 31 RESOLVED, That a suitable copy of this resolution be 32 presented to Representative Tom Ryder as an expression of our -3- LRB9211000RHrh 1 esteem.
