92_HR0592 LRB9211723RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the House of Representatives wish 3 to extend their sincerest congratulations to State 4 Representative Andrea Moore, who retired from her legislative 5 duties on December 31, 2001; and 6 WHEREAS, A former PTO mom, local businesswoman, and 7 community leader, Representative Moore served for nine years 8 in the Illinois House representing the 61st Representative 9 District; during her tenure in the General Assembly, she has 10 combined hands-on experience in local government and 11 community service with a strong record of achievement; and 12 WHEREAS, First elected to the Illinois House in 1992, 13 Representative Moore was promptly named "Outstanding Freshman 14 Legislator" by the Illinois Hospital Association and 15 "Champion of Local Government" by the Suburban Mayors Action 16 Coalition; she was reelected by district voters in 1994, 17 1996, 1998, and 2000 and has served her constituents and the 18 State of Illinois well as Spokesman of the House Revenue 19 Committee, Vice Spokesman of the Environment and Energy 20 Committee, and Co-Chair of the Conference of Women 21 Legislators; and 22 WHEREAS, Representative Moore has always made improving 23 families' safety and quality of life her top priority; during 24 her tenure she authored and passed new laws enabling parents 25 to access vital health coverage for their children, and 26 ensure their safety in daycare; she also successfully adopted 27 additional protections for domestic violence victims seeking 28 assistance; and 29 WHEREAS, A strong advocate of better, not bigger 30 government, Representative Moore has passed legislation 31 providing more senior access to needed property tax relief 32 through a State property tax deferral program; she has also -2- LRB9211723RHrh 1 fought to create jobs and to support the business community, 2 earning a "100% rating" from the Illinois Chamber of 3 Commerce; she earned the "Kit Pfau Voting Rights Award" from 4 the Independent Voters of Illinois for her work advocating 5 democratic reforms; and 6 WHEREAS, Prior to her distinguished service in the 7 Illinois General Assembly, Andrea Moore served for many years 8 in the public and private sectors in Lake County; she began 9 her career in public service in Libertyville in 1975 as 10 village clerk, followed by two terms as a village trustee; 11 from 1984 to 1992, she was a member of the Lake County Board, 12 serving two years as vice chair and also serving as President 13 of the Lake County Forest Preserve; and 14 WHEREAS, Representative Moore has taken her commitment to 15 protecting the environment and preserving our natural areas 16 to the General Assembly, creating the landmark "Open Space 17 Preservation Program", dedicating $160 million over four 18 years to protecting, preserving, and enhancing our natural 19 lands; for her work supporting statewide conservation 20 efforts, Representative Moore was awarded the Illinois 21 Environmental Council's Commendation, the Illinois 22 Association of Park Districts "Outstanding Legislator Award", 23 and the "Friends of Ryerson Woods Award; and 24 WHEREAS, Representative Andrea Moore officially resigned 25 from her duties in the General Assembly on December 31, 2001 26 and has started a new chapter in her career as Assistant 27 Director with the Department of Natural Resources; her 28 presence, ambition, and dedication will be deeply missed by 29 members on both sides of the aisle; therefore, be it 30 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 31 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 32 we congratulate Andrea Moore for her distinguished record of -3- LRB9211723RHrh 1 service and dedication in the Illinois General Assembly and 2 to the residents of the 61st Representative District; and we 3 wish her well in her position as Assistant Director with the 4 Illinois Department of Natural Resources; and be it further 5 RESOLVED, That a suitable copy of this resolution be 6 presented to Andrea Moore as an expression of our esteem.
