92_HR0593 LRB9211779RHrhA 1 HOUSE RESOLUTION 2 WHEREAS, The members of the House of Representatives wish 3 to extend their sincerest congratulations to State 4 Representative Vincent A. Persico, who is retiring from his 5 legislative duties on January 9, 2002; and 6 WHEREAS, Born on December 9, 1948 in Oak Park, Illinois, 7 Representative Persico received his bachelor's degree from 8 the University of Illinois in 1971 and his master's degree 9 from Northern Illinois University in 1986; and 10 WHEREAS, Representative Persico has served the residents 11 of the 39th Representative District in the Illinois General 12 Assembly since 1991; his legislative assignments included: 13 Committees on Aging; Committee of the Whole; Environment and 14 Energy; Financial Institutions; Electric Utility Deregulation 15 (Co-Chairperson); Labor; and Telecommunications Rewrite; and 16 WHEREAS, Representative Persico was instrumental in 17 developing and passing a rewrite of the Telecommunications 18 Article, which greatly improved telecommunication service 19 standards for every citizen of the State of Illinois; due to 20 his efforts, the new law provides strong consumer protections 21 by setting clear, strict service quality standards, opens up 22 the telecommunications market to competition which will lead 23 to choice, lower prices, and higher quality service, and 24 enhances "slamming, cramming, and jamming" protection; and 25 WHEREAS, Representative Persico was instrumental in the 26 passage of the Illinois Electric Service Customer Choice and 27 Rate Relief Law of 1997, which restructured the State's 28 electric utility industry to offer customers choices about 29 who supplies their electric power, competitive prices for 30 that power, and new services; due to his efforts, all 31 non-residential customers have the option to choose their 32 electric supplier and residential customers will soon have a -2- LRB9211779RHrhA 1 similar option; and 2 WHEREAS, Representative Persico has been an active member 3 of numerous civic and community organizations, including 4 service on the Board of Directors of the Milton Township 5 Committee of Youth, as a board member of Glen Ellyn Family 6 Services, as a Trustee for Milton Township, and as a member 7 of the Kiwanis Club and the Glenbard West Booster Club; in 8 addition, he served as a member of the Ad Hoc Committee, 9 Family Services and the Wheaton Affordable Housing Committee, 10 and was active in Glen Ellyn Boys Baseball and the PTA Board 11 at Hadley Junior High School; and 12 WHEREAS, Representative Persico has been supported in his 13 legislative and community service by his wife Donna and son 14 Derek; and 15 WHEREAS, Representative Vincent Persico will officially 16 resign from his duties on January 9, 2002 and establish a 17 lobbying firm; his presence, dedication, and service will be 18 deeply missed by members on both side of the aisle; 19 therefore, be it 20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 21 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 22 we congratulate Representative Vincent A. Persico for his 23 distinguished record of service and dedication in the 24 Illinois General Assembly and to the residents of the 39th 25 Representative District; and we wish him well in his new 26 career; and be it further 27 RESOLVED, That a suitable copy of this resolution be 28 presented to Representative Vincent A. Persico as an 29 expression of our esteem.
