 1                          HOUSE RESOLUTION

 2        WHEREAS, It is the intent of the  State  of  Illinois  to
 3    ensure  that  its  venders and contractors refrain from using
 4    State funds to the detriment of the public interest; and

 5        WHEREAS,  OnLine  Interpreters,  Inc.  (formerly  Midwest
 6    Translations) holds a contract with the State of Illinois  to
 7    provide  telephone  translation  services  to  various  State
 8    agencies; and

 9        WHEREAS, OnLine Interpreters' employees have faced unfair
10    treatment   from   their   employer   such  as  fines,  video
11    surveillance, lack of training, and dishonored paychecks and,
12    as a consequence, they seek  influence  in  the  policies  of
13    their employer; and

14        WHEREAS,  A  majority  of  OnLine Interpreters' employees
15    support the formation of a union; and

16        WHEREAS,  OnLine  Interpreters   has   demonstrated   its
17    willingness  to  illegally  thwart its employees' attempts to
18    organize a union; after  the  employees'  failed  attempt  to
19    organize  a  union  in  the  Fall of 2000, the National Labor
20    Relations Board found that OnLine Interpreters violated labor
21    law by interrogating workers and by firing union  supporters;
22    therefore be it

23        RESOLVED   BY   THE   HOUSE  OF  REPRESENTATIVES  OF  THE
24    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25    we support the rights  of  workers  to  lawfully  organize  a
26    union; and be it further

27        RESOLVED,  That  we  urge  OnLine Interpreters to adopt a
28    clear policy of non-interference if its employees attempt  to
29    form a union and, furthermore, we urge OnLine Interpreters to
30    recognize  any  union based upon the support of a majority of
31    its employees as demonstrated by  union  authorization  cards

 1    signed by a majority of its employees; and be it further

 2        RESOLVED,   That   we  urge  the  Department  of  Central
 3    Management  Services  to  refrain  from  renewing  any  State
 4    contracts with OnLine Interpreters until it is satisfied that
 5    OnLine Interpreters has complied with  its  legal  duties  to
 6    allow its employees to organize a union; and be it further

 7        RESOLVED,  That copies of this resolution be presented to
 8    the Director of Central Management Services and to Mr.  David
 9    Jenkins, owner of OnLine Interpreters, Inc.
