1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to recognize milestone events in
4 the lives of the citizens of the State of Illinois; and
5 WHEREAS, It has come to our attention that Gregory J.
6 Bielawski is retiring from his position as Village Manager of
7 the Village of Carol Stream in June 2002; and
8 WHEREAS, A resident of Carol Stream for the past 22
9 years, Mr. Bielawski received his Bachelor's Degree in
10 Political Science from Wayne State University in Detroit in
11 1966 and his Master's Degree in Political Science from the
12 University of Iowa in 1968; he participated in the Senior
13 Executive Institute/Management Advancement Program at the
14 University of Virginia in 1994; and
15 WHEREAS, Mr. Bielawski served as a Systems Analyst for
16 the United States Army Personnel Information Systems Command
17 at the Pentagon from 1969 through 1971; and
18 WHEREAS, Mr. Bielawski has served as Village Manager of
19 the Village of Carol Stream since January 1980; he previously
20 served as Assistant City Manager for the City of Naperville
21 from 1973 to 1979, as Director of Governmental Affairs
22 Greater Hazelton, Pennsylvania Chamber of Commerce from 1971
23 to 1973, and as a Budget Analyst for the City of Fort Worth,
24 Texas from 1967 to 1969; and
25 WHEREAS, Mr. Bielawski is a member of the Illinois City
26 Management Association and a member of the International City
27 Management Association; he is a past president of the
28 Illinois City Management Association, from 1986 to 1987, and
29 a past member of the Illinois City Management Association
30 Conference Evaluation Committee; in addition, he is a current
31 member of the Illinois Pension Laws Commission and the

1 Illinois Municipal League Manager's Committee and a former
2 board member of the Illinois Public Employer Labor Relations
3 Association and the DuPage Mayors and Manager's Committee;
4 and
5 WHEREAS, Mr. Bielawski has received many awards and
6 recognitions, including the Metro Managers Special
7 Recognition Award in 1988, the DuPage Mayors and Managers
8 Special Recognition Award in 1994, the Illinois City
9 Management Association's Outstanding Service Award in 1996,
10 the Cutting Edge Award for Local Government Innovation from
11 the State of Illinois Comptroller in 1998, and the Illinois
12 City Management Association's 30-Year Service Award in 2001;
13 and
14 WHEREAS, Mr. Bielawski has had the love and support
15 throughout his career of his wife of 34 years, Nancy, and his
16 children, Cara, Matthew, and Jason; therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19 we congratulate Gregory J. Bielawski on his retirement as
20 Village Manager of the Village of Carol Stream after 22 years
21 of service, and we wish him well in all of his future
22 endeavors; and be it further
23 RESOLVED, That a suitable copy of this resolution be
24 presented to Gregory J. Bielawski as an expression of our
25 esteem.
