 1                          HOUSE RESOLUTION

 2        WHEREAS, The  services  provided  by  the  Department  of
 3    Corrections  protect  all  of  the  citizens  of the State of
 4    Illinois  from  criminal  offenders  through  a   system   of
 5    incarceration   and   supervision  that  securely  segregates
 6    offenders from society; and

 7        WHEREAS, The Department of Corrections provides  housing,
 8    food,  medical  care, and educational and vocational programs
 9    to juvenile and adult  offenders  committed  to  correctional
10    facilities  by  a  State  court,  and  all  of these services
11    require funding from the State; and

12        WHEREAS,   The   Department   of   Corrections   received
13    approximately $1.45 billion in appropriations for fiscal year
14    2002, which represents almost 3 percent of the annual  budget
15    for the State of Illinois; and

16        WHEREAS,  The  Department  of  Corrections is required to
17    submit an annual request for funding to the General  Assembly
18    detailing  all  expenses  associated  with  each division and
19    facility administered by the Department; and

20        WHEREAS, The Department of Corrections has been given the
21    authority to transfer 2 percent of its total  budget  because
22    it  is  impossible  to predict the exact amounts required for
23    each line item and facility when making appropriations; and

24        WHEREAS, The amount of this transfer  authority  was  $27
25    million  in  fiscal year 2002, which represents a significant
26    amount of funding that is not specifically accounted  for  in
27    the appropriations to the Department of Corrections; and

28        WHEREAS,  It  is vital that the General Assembly have all
29    possible information  about  the  fiscal  operations  of  the
30    Department of Corrections when making decisions about funding
31    for each budgetary year; therefore, be it

 1        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 2    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 3    within one week following the Governor's Budget Address,  the
 4    Department   of  Corrections  shall  submit  to  the  General
 5    Assembly a detailed accounting of all transfers made  by  the
 6    Department  under its 2 percent transfer authority during the
 7    previous and current fiscal years; and be it further

 8        RESOLVED, That a suitable  copy  of  this  resolution  be
 9    delivered to the Director of Corrections.
