 1                          HOUSE RESOLUTION

 2        WHEREAS, The Illinois House of Representatives finds that
 3    the State of Illinois should develop a  housing  policy  that
 4    provides  its  citizens with affordable, safe, and accessible
 5    housing; and

 6        WHEREAS, The Illinois House of Representatives finds that
 7    this housing policy should reflect  a  long-term  perspective
 8    that meets the needs of all citizens of Illinois; and

 9        WHEREAS, The Illinois House of Representatives recognizes
10    that  Illinois  has been ranked as the tenth least affordable
11    state in the United States in regard to housing; and

12        WHEREAS, The Illinois House of Representatives recognizes
13    that as a result of the  pending  loss  of  affordable  units
14    through  expiration  of  affordability  clauses  in  national
15    programs,  we  are  facing an escalating crisis in affordable
16    rental housing, with 41% of our renters unable  to  afford  a
17    typical two-bedroom apartment; and

18        WHEREAS, The Illinois House of Representatives recognizes
19    that  new  federal  guidelines  that  call  for expensive but
20    necessary procedures for lead-based paint abatement will draw
21    on current resources, meaning less money for new units; and

22        WHEREAS, The Illinois House of Representatives recognizes
23    that over 1.1  million  Illinois  households  are  living  in
24    unaffordable,   overcrowded,   or  inappropriate  housing  as
25    defined by the Department of Housing and  Urban  Development;
26    therefore, be it

27        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
28    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
29    we urge the Chair of the House Urban Revitalization Committee
30    to establish, under House rules, a  special  Subcommittee  on
31    Affordable   Housing   to  examine  and  assess  legislation,

 1    programs,   and   policies   affecting   affordable   housing
 2    development and affordable housing resources in Illinois; and
 3    be it further

 4        RESOLVED,  That  the  Subcommittee  shall   hold   public
 5    hearings   to  solicit  public  opinion  and  draw  upon  the
 6    knowledge of experts and that the Subcommittee may call  upon
 7    all State agencies for assistance; and be it further

 8        RESOLVED,  That the Subcommittee shall examine and assess
 9    affordable housing needs in Illinois with  special  attention
10    given to multi-family housing; and be it further

11        RESOLVED, That the Subcommittee shall identify and assess
12    available  funding sources and determine funding gaps; and be
13    it further

14        RESOLVED,  That  the  Subcommittee  shall   make   policy
15    recommendations  that  meet the housing needs of residents of
16    the State of Illinois; and be it further

17        RESOLVED, That the  Subcommittee  shall  give  particular
18    attention  to  the enactment of housing policies and programs
19    that would meet the needs of low-income, very-low-income, and
20    disabled households in Illinois; and be it further

21        RESOLVED, That the Subcommittee shall work with local and
22    statewide  affordable  housing  advocates  in  the  State  of
23    Illinois to accomplish its tasks; and be it further

24        RESOLVED, That by January 1, 2003, the Subcommittee shall
25    complete  its  examination  and  assessment  of  legislation,
26    programs,   and   policies   and   submit   a   report   with
27    recommendations to the  members  of  the  Illinois  House  of
28    Representatives  and  to  the  Governor who is elected at the
29    general election in November 2002.
