 1                          HOUSE RESOLUTION

 2        WHEREAS, The House of Representatives finds that it is in
 3    the public interest that responses to citizens' requests  for
 4    emergency aid should be available at all times; and

 5        WHEREAS,  The  General  Assembly of the State of Illinois
 6    has recognized the importance of cellular  communications  in
 7    emergency  situations  by  enacting  the  Wireless  Emergency
 8    Telephone Act, Public Act 91-660; and

 9        WHEREAS,  Emergency  service  providers  utilize and rely
10    upon cellular communications to respond to citizens' requests
11    for emergency assistance; and

12        WHEREAS, It has come to the attention of this House  that
13    in   times   of  emergencies  cellular  networks  can  become
14    overloaded  with  the  result  that  providers  of  emergency
15    services are deprived of communications  resources  necessary
16    to provide emergency services to the public; and

17        WHEREAS,  The  availability  of  adequate  communications
18    resources for emergency service providers can be best assured
19    by action at the federal level; therefore, be it

20        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
21    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22    we urge the Congress of the United States of America to enact
23    legislation requiring providers of cellular telephone service
24    to  make  priority  access  to  cellular  telephone   service
25    available  to  emergency service providers in order to assure
26    its availability during public emergencies; and be it further

27        RESOLVED, That suitable  copies  of  this  resolution  be
28    delivered  to  the  President pro tempore of the U.S. Senate,
29    the Speaker of the U.S. House of  Representatives,  and  each
30    member of the Illinois congressional delegation.
