92_HR0843 LRB9216672RHrh 1 HOUSE RESOLUTION 2 WHEREAS, The President has proposed a federal energy plan 3 which recommends increasing and diversifying the nation's 4 sources of alternative fuels in order to provide reliable and 5 affordable energy; and 6 WHEREAS, Illinois is the nation's largest producer of 7 ethanol, an important alternative fuel, producing over six 8 hundred and eighty-five million gallons of ethanol annually 9 from 274 million bushels of corn; and 10 WHEREAS, U. S. Senators Richard Durbin and Peter 11 Fitzgerald co-sponsored and passed a resolution supporting a 12 nationwide phase-out of MTBE (Methyl Tertiary Butyl Ether) 13 and supporting the promotion of ethanol as a replacement; and 14 WHEREAS, The Illinois General Assembly passed the MTBE 15 Elimination Act (Public Act 92-0132) which phases out the use 16 of MTBE in Illinois over a three year period; and 17 WHEREAS, Congress is considering energy legislation which 18 encourages the use of renewable, domestic fuels, such as 19 ethanol, and phases out the use of MTBE in gasoline over a 20 period of four years; and 21 WHEREAS, Congress is also considering legislation to 22 allow drilling for oil and gas in the Arctic National 23 Wildlife Refuge which is federally protected land and one of 24 the nation's important and irreplaceable biological reserves; 25 therefore, be it 26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 27 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 28 the U. S. Congress is urged to pass legislation establishing 29 a national energy policy which encourages the use of ethanol 30 as a alternate fuel, phases out the use of MTBE as an fuel -2- LRB9216672RHrh 1 additive, and protects the Arctic National Wildlife Refuge in 2 Alaska from irreparable harm by prohibiting the drilling for 3 oil and gas; and 4 RESOLVED, That a suitable copy of this resolution be 5 presented to Speaker of the U.S. House of Representatives, 6 the Majority Leader of the U.S. Senate, and all members of 7 the Illinois congressional delegation.
