92_HR0844 LRB9216680RHrh 1 HOUSE RESOLUTION 2 WHEREAS, Good health is essential to every citizen of the 3 world and access to the highest standards of health 4 information and services is necessary to improve public 5 health; and 6 WHEREAS, The World Health Organization (WHO) set forth in 7 the first chapter of its charter the objective of attaining 8 the highest possible level of health for all the people of 9 the world; and 10 WHEREAS, The Republic of China's achievements in the 11 field of health are substantial, including one of the highest 12 life expectancy levels in Asia, maternal and infant mortality 13 rates comparable to those of western countries, the 14 eradication of such infectious diseases as cholera, smallpox 15 and the plague, and the first to eradicate polio and provide 16 children with hepatitis B vaccinations; and 17 WHEREAS, In recent years the Republic of China has 18 expressed a willingness to assist financially and technically 19 in international health activities supported by the World 20 Health Organization; and 21 WHEREAS, Direct, unobstructed participation in 22 international health forums and programs is essential to 23 limit the spread of various infectious diseases and improve 24 world health; and 25 WHEREAS, Taiwan's participation in the World Health 26 Organization could bring many benefits to the state of health 27 not only in Taiwan, but also regionally and globally; and 28 WHEREAS, The United States, in the 1994 Taiwan Policy 29 review, declared its intention to support Taiwan's 30 participation in appropriate international organizations; and -2- LRB9216680RHrh 1 WHEREAS, The United States Centers for Disease Control 2 and Prevention and its Taiwanese counterpart have enjoyed 3 close collaboration on a wide range of public health issues; 4 and 5 WHEREAS, Illinois continues to acknowledge and appreciate 6 its important economic, educational, and cultural ties with 7 Taiwan recognized through the establishment of sister-state 8 relations with Taiwan since 1992; therefore, be it 9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 10 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 11 we support Taiwan's admission as an observer to the World 12 Health Organization and expresses the belief that the 13 Republic of China (Taiwan) should be permitted to participate 14 in a meaningful and appropriate way in the World Health 15 Organization; and be it further 16 RESOLVED, That a suitable copy of this resolution be sent 17 to World Health Organization.
