92_HR0854 LRB9216704RHrhA 1 HOUSE RESOLUTION 2 WHEREAS, Blood banks across the State rely 100 percent on 3 blood donated on a voluntary basis; and 4 WHEREAS, Less than 60 percent of the general population 5 is eligible to donate blood; and 6 WHEREAS, Less than 5 percent of the general population 7 actually donates blood; and 8 WHEREAS, New FDA regulations, which restrict blood 9 donations from anyone who has spent extended time in the 10 United Kingdom and France, will go into effect by May 31, 11 2002; and 12 WHEREAS, Further FDA regulations, which restrict blood 13 donations from anyone who has spent extended time in Western 14 Europe, will go into effect by October 31, 2002; and 15 WHEREAS, Some major cities such as New York, which rely 16 on Europe for a third of their blood, will turn to the rest 17 of the country's blood centers for assistance; and 18 WHEREAS, Many Americans, including military personnel, 19 who have spent extensive time in the United Kingdom and 20 Western Europe, will be ineligible to donate blood; 21 therefore, be it 22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 23 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 24 a special task force be convened by the Secretary of State to 25 address the need to increase blood donations across the 26 State; and be it further 27 RESOLVED, Each of the following organizations shall 28 select one person to serve on the task force: the Central 29 Illinois Community Blood Center, Community Blood Services of 30 Illinois, Heartland Blood Centers, LifeSource Blood Services, -2- LRB9216704RHrhA 1 Northern Illinois Blood Bank, Inc., the American College of 2 Surgeons, the American Red Cross of Illinois, the Illinois 3 Hospital Association, and the Illinois State Medical Society; 4 in addition, the Director of Public Health and the Mayor of 5 the City of Chicago shall each select one person to serve on 6 the task force, and the Secretary of State may select other 7 interested parties to serve on the task force; and be it 8 further 9 RESOLVED, That the task force shall make recommendations 10 for a statewide blood donation awareness campaign, preparing 11 for blood shortages in a disaster, and overall plans for 12 increasing donations; and be it further 13 RESOLVED, That the task force submit its report to the 14 House of Representatives before January 8, 2003; and be it 15 further 16 RESOLVED, That a suitable copy of this resolution be sent 17 to the Secretary of State.
