92_HR0991 LRB9217050RHrhA 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are honored to recognize milestone events in 4 the lives of the citizens of the State of Illinois; and 5 WHEREAS, It has come to our attention that former State 6 Representative Frank Giglio will be honored for his 35-year 7 career in public service; and 8 WHEREAS, Born in Chicago on November 9, 1933, Frank 9 Giglio earned his bachelor's degree from Governors State 10 University in 1986; he served in the United States Army as 11 Troop Information Officer from 1955 to 1957; in addition, he 12 is a retired Plumbing Contractor who served as a member of 13 Local #130 and a private pilot; and 14 WHEREAS, Frank Giglio began his public service career by 15 representing the people of his area before the Chicago City 16 Council for the purpose of repairing and installing drains in 17 the alleys; after his neighbors urged him to run as Alderman, 18 Mr. Giglio was successfully elected to the Chicago City 19 Council, serving from 1963 to 1965; during his tenure, he led 20 the charge to repair the alleys, install sidewalks, clean the 21 Calumet River, and install streetlights in the community; and 22 WHEREAS, Mr. Giglio served in the Illinois House of 23 Representatives from 1972 until his retirement in 1994; 24 during the late 1980s and until his retirement from the 25 House, he served in Leadership as House Majority Caucus 26 Chairman under Speaker Michael Madigan; and 27 WHEREAS, During his term in the House, Frank Giglio 28 brought in funding for schools, erection of a new Burnham 29 Avenue Bridge, the addition of new streets and repaving of 30 existing streets, new cars for the South Shore, and repair of 31 the Burnham Railroad Crossing; in addition, he fought for the -2- LRB9217050RHrhA 1 passage of a 10-minute maximum for trains to tie-up railroad 2 crossings; and 3 WHEREAS, Frank Giglio was fondly referred to as the 4 "traveling chef"; his Capitol office was often filled with 5 the aroma of homemade Italian dishes; he served as chef for 6 many of his colleagues and friends in Springfield; and 7 WHEREAS, Representative Giglio would often let lobbyists, 8 who included friends Tom Duffy, Dan Houlihan, and Jim Dudley, 9 take over his office; he was known to often say "the Irish 10 have taken over my office" as he worked from his secretary's 11 desk; and 12 WHEREAS, From 1973 to 2002, Frank Giglio served as 13 Democratic Committeeman for Thornton Township, the largest 14 township in the State of Illinois; he also served as 15 Vice-Chairmen of Cook County Suburban Committeemen; during 16 his tenure, he overturned a predominantly Republican voting 17 block in Thornton Township that had lasted for over 20 years; 18 he successfully supported and helped elect several 19 Democratic candidates for local, township, county, State, and 20 federal offices; he also assisted in obtaining gainful 21 employment in business, industry, and government for over 400 22 unemployed residents of Thornton Township, supported 23 recreational projects of various organizations and park 24 districts, contributed to various religious and charitable 25 organizations, and maintained a service office to assist 26 residents with problems relating to various governmental 27 entities; and 28 WHEREAS, Frank Giglio has been the recipient of many 29 awards and commendations from civic organizations, including 30 the Lions Club of Illinois, the Illinois Small Businessmen 31 Association, the Motor Vehicles Laws Commission, the Illinois 32 Community College Trustees Association, the Architects -3- LRB9217050RHrhA 1 Illinois Council, the Illinois Sheriffs' Association, the 2 Chicago South Chamber of Commerce, the South Suburban YMCA, 3 the Chicago Board of Education, Prairie State College, and 4 March of Dimes; in addition, he has received awards from the 5 Central Council Italian Catholic Federation, the Calumet City 6 Fraternal Order of Police, the Calumet City Civic League, 7 V.F.W. Post #8141, New Hope School, and LARC-Association for 8 Retarded Citizens; he also was the recipient of the 9 Lieutenant Governor's Award for Senior Citizen Achievement; 10 and 11 WHEREAS, Frank Giglio will now have more time to spend at 12 his house in Michigan "rebuilding" his wall (to keep the lake 13 away from his house), repainting the steps, planting more 14 flowers, mowing and watering the grass, and playing golf; and 15 WHEREAS, Family, friends, and the many colleagues of 16 Frank Giglio will celebrate his 35-year public service career 17 at a surprise reception on June 5, 2002; therefore, be it 18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 19 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 20 we congratulate Frank Giglio on his outstanding career in 21 public service; and we wish him well in all of his future 22 endeavors; and be it further 23 RESOLVED, That a suitable copy of this resolution be 24 presented to Frank Giglio as an expression of our esteem.
