92_HR1009 LRB9217096BHbh 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are proud to congratulate Paul Roosevelt 4 Gibson of Chicago on his retirement on June 28, 2002, as the 5 Manager of the Illinois Office of Minority Business 6 Development for the Illinois Department of Commerce and 7 Community Affairs Small Business Division; and 8 WHEREAS, In addition to serving as Manager of the 9 Illinois Office of Minority Business Development, Mr. Gibson 10 also manages a special assignment as Acting Director of the 11 Chicago One Stop Capital Shop of the Chicago Empowerment 12 Zone/Enterprise Communities Program; and 13 WHEREAS, Mr. Gibson has been with the Department of 14 Commerce and Community Affairs since 1982, providing 15 technical, management, and financial assistance to minority 16 entrepreneurs; he serves as the policy and program advocate 17 for minority business owners and relevant organizations; One 18 Stop Capital Shop duties involve business and economic 19 revitalization efforts for the designated inner city South, 20 West, and Pilsen/Little Village areas of Chicago; and 21 WHEREAS, Mr. Gibson's previous positions include service 22 as Special Assistant to Governor Thompson for Minority 23 Affairs, Illinois State Director for the federal agency 24 ACTION, member of the Peace Corp, Vista, and Senior volunteer 25 programs, State Director for Urban and Ethnic Education of 26 the Illinois State Board of Education, Executive Director of 27 the Illinois Section Office of the American Camping 28 Association, insurance salesman, president and owner of 29 Gibson & Associates, resident camp director, and teacher with 30 the Chicago Board of Education; and 31 WHEREAS, Mr. Gibson was born and raised in the South but 32 is a product of Chicago schools, graduating from Wells High -2- LRB9217096BHbh 1 School; he earned his bachelor's degree in education from 2 Roosevelt University and his master's degree in educational 3 administration from DePaul University; and 4 WHEREAS, Mr. Gibson serves on the Chicago United 5 Way/Crusade Board representing the United Way of Suburban 6 Chicago; he is Chairman of the Village of Glenwood Human 7 Relations Commission and board member of the South Suburban 8 Regional Advisory Board of Catholic Charities; Mr. Gibson is 9 a member of the NAACP, the Urban League, the Minority 10 Council, and the American Camping Association; and 11 WHEREAS, Mr. Gibson is married to Margaret Gibson and 12 they have four adult children and five grandchildren; his 13 retirement will give him the opportunity to enjoy his 14 numerous hobbies, which include playing chess, woodworking, 15 traveling, reading, and golfing; therefore, be it 16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 17 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 18 we congratulate Paul Roosevelt Gibson on his retirement and 19 wish him all the best in his endeavors; and be it further 20 RESOLVED, That a suitable copy of this resolution be 21 presented to Paul Gibson as an expression of our esteem.
