 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  wish  to express their sincerest condolences
 4    to the family and friends of William Henderson Tolliver,  who
 5    passed away on July 6, 2002; and

 6        WHEREAS,  William  Henderson  Tolliver was born on May 8,
 7    1926 in Birmingham, Alabama; he  was  the  youngest  of  four
 8    children born to Joseph and Estella Tolliver; and

 9        WHEREAS,  Mr. Tolliver was a 1943 graduate of A.H. Parker
10    High School in Birmingham; he attended Lincoln University  in
11    Lincoln,  Pennsylvania  and  worked as a clerk for the United
12    States Post  Office  from  1943  to  1945;  he  relocated  to
13    Chicago,  where  he  attended Cortez Business College through
14    1948; and

15        WHEREAS, In early 1945, Mr. Tolliver  was  inducted  into
16    the  United  States  Army  and  was  promoted  to the rank of
17    sergeant; he was honorably discharged from the Army  Reserves
18    in 1951; and

19        WHEREAS,   Mr.   Tolliver   worked   for   the   Veterans
20    Administration  from  1947  to  1953; during this time he met
21    Jamie Johnson; they married in 1951; and

22        WHEREAS, Mr. Tolliver began his career with  the  Chicago
23    Police Department in 1953; during his 36-year tenure with the
24    department,  he  received  numerous  awards and citations for
25    outstanding  service  and  was  one  of  the  first   African
26    Americans  promoted  to  the rank of detective; he retired in
27    1989; and

28        WHEREAS, William Tolliver was a  family  man,  a  devoted
29    husband  and  father, and a loyal companion to many; he had a
30    "happy-go-lucky" demeanor  and  a  memorable  half-smile;  he
31    loved to laugh and tease and enjoyed boxing and fishing; and

 1        WHEREAS,  The  passing of William Henderson Tolliver will
 2    be deeply felt by all who knew and loved him, especially  his
 3    wife, Jamie P. Tolliver; his son, William Henderson Tolliver,
 4    Jr.;  his  daughter,  Gail  Estelle  Tolliver  Crockett;  his
 5    daughter-in-law,   Audrey  Tolliver;  his  son-in-law,  Roger
 6    Crockett; his grandsons, William Henderson Tolliver  III  and
 7    Christopher  Eugene  Tolliver;  his  nephew,  Clifton  (wife,
 8    Altomeas)   Latting;   his   niece,   Vanessa  Tolliver;  his
 9    grandnephews,  Jonathan  and   John   Wesley   Latting;   his
10    grandniece,  Valencia  Latting;  his  sisters-in-law,  Mattie
11    Tolliver,  Evelyn  Tregre, Connie Spears, and Edith Greenlee;
12    and his brothers-in-law, Howard Johnson, Hilton  Tregre,  and
13    Carl  Spears;  and  a host of other nieces, nephews, cousins,
14    and friends; therefore, be it

15        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
16    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17    we  mourn,  along with all who knew him, the death of William
18    Henderson Tolliver of Chicago; and be it further

19        RESOLVED, That a suitable  copy  of  this  resolution  be
20    presented  to  the  family of William Henderson Tolliver with
21    our sincere condolences.
