92_HR1062 LRB9218036LBpr 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are pleased to recognize milestone events in 4 the lives of the citizens of the State of Illinois; and 5 WHEREAS, It has come to our attention that Captain Donald 6 Hilbring is retiring this year after 36 years of exemplary 7 service with the Chicago Police Department; and 8 WHEREAS, Captain Hilbring has served in many capacities 9 in the Chicago Police Department since he began his career as 10 a police cadet in 1966; he furthered community-police 11 relations as the District Commander of the 21st District, 12 investigated criminal enterprises of organized street gangs 13 as Commander of the Gang Investigation Section, and was in 14 charge of police patrol operations as the District Commander 15 of the 2nd District; and 16 WHEREAS, Captain Hilbring realized the importance of 17 education; in addition to his duties as an officer of the 18 police force, Captain Hilbring received his Bachelor of 19 Science Degree in business education in 1971 from Chicago 20 State University, his Master of Public Administration Degree 21 from the Illinois Institute of Technology in 1990, and his 22 Master of Science Degree in Corrections and Criminal Justice 23 from Chicago State University in 1994; he also taught 24 business education at several area high schools from 25 1974-1987; and 26 WHEREAS, Captain Hilbring has been active in many 27 professional organizations; he is a member of the Chicago 28 Police Captain Association, the National Organization of 29 Black Law Enforcement Executives, the Chicago Police Guardian 30 Association, the Northwestern University Traffic Institute 31 Alumni Association, and the Omega Psi Phi Fraternity; 32 therefore be it -2- LRB9218036LBpr 1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 2 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 3 we congratulate Captain Donald Hilbring on his retirement 4 from 36 years of service to the Chicago Police Department, 5 and we wish him well in all of his future endeavors; and be 6 it further 7 RESOLVED, That a suitable copy of this resolution be 8 presented to Captain Donald Hilbring as an expression of our 9 esteem.
