 1                          HOUSE RESOLUTION

 2        WHEREAS, In  the  United  States,  diabetes  has  reached
 3    epidemic  proportions;  in  Illinois alone, more than 510,000
 4    residents have been diagnosed with type 2 diabetes  and  many
 5    others remain undiagnosed or untreated; and

 6        WHEREAS, People with diabetes, more than 90% of whom have
 7    Type 2 diabetes, can not make enough or properly use insulin,
 8    a hormone that is necessary for converting sugar, or glucose,
 9    into  energy; elevated blood sugar levels are associated with
10    a number of  serious  complications  such  as  heart  attack,
11    stroke, blindness, amputation, and kidney disease; and

12        WHEREAS,  There  are more than 255,000 people in Illinois
13    who have been diagnosed with diabetes but have not been  able
14    to  achieve adequate blood sugar control and therefore remain
15    at  increased  risk  for  the  consequences  associated  with
16    uncontrolled diabetes; and

17        WHEREAS, A1c, a test that measures blood  glucose  levels
18    over  a two to three month period, is considered the standard
19    for assessing blood sugar control; an A1c level below  7%  is
20    the  goal  that  is  established  by  the  American  Diabetes
21    Association  (ADA),  and achieving this level is important to
22    help reduce the risk of  complications;  however,  more  than
23    half  of  Americans  with  diabetes undergoing treatment have
24    unacceptably high blood sugar levels; and

25        WHEREAS, There is a great need for the community at large
26    to commit to ensuring that diabetes is properly monitored and
27    treated in the United States; we must help people living with
28    diabetes to live healthy lives as well as  Aim  for,  Believe
29    in,  and Achieve an A1c of less than 7%; physicians must also
30    be encouraged to work cooperatively with  their  patients  to
31    optimize  treatment  and  management of diabetes; barriers to
32    service must  be  removed  through  the  improvement  of  the

 1    existing patient care structure; finally, if a patient has an
 2    A1c  level  higher  than 7%, we must ensure that he or she is
 3    taking advantage of every possible resource to achieve his or
 4    her target A1c level; therefore, be it

 5        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 6    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 7    we  challenge  all  citizens  in  Illinois  to  help everyone
 8    affected by diabetes to Aim for, Believe in, and  Achieve  an
 9    A1c  of  less  than  7%;  that  anyone  affected by diabetes,
10    whether a practitioner, educator, policy-maker,  patient,  or
11    caregiver,  is  urged  to  pledge  his  or  her commitment to
12    advancing this cause to help ensure that those with  diabetes
13    are living healthier lives; and it be further

14        RESOLVED,  That  a  suitable  copy  of this resolution be
15    presented to the American Diabetes Association.
