92_HR1087 LRB9217879LBpr 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are pleased to recognize milestone events in 4 the history of organizations in the State of Illinois; and 5 WHEREAS, Beatrice Caffrey Youth Services, Inc. will be 6 celebrating its 50th year Anniversary on November 17, 2002 at 7 the DuSable Museum of African American History; the 8 organization will present its Service Award to Representative 9 Monique Davis as part of the Golden Anniversary celebration; 10 and 11 WHEREAS, For the past 50 years Beatrice Caffrey Youth 12 Services, Inc. has provided programs to delinquent urban 13 youth on the south side of Chicago; the organization, 14 originally known as the Women's Service Committees, was 15 founded by Mrs. Sadie Waterford Jones and headed by Dr. 16 Dorothy Sutton Branch; Mrs. Beatrice Caffrey, after whom the 17 agency was eventually named, was an active part of the 18 program recruitment and attendance during her years with the 19 Chicago Board of Education; and 20 WHEREAS, The agency's mission is "to enhance the 21 functioning of urban children and families by improving their 22 quality of life and moving them towards independence"; the 23 agency does this by offering programs and services that 24 encourage self-sufficiency of families and promote 25 risk-reduction activity for children and youth; and 26 WHEREAS, Beatrice Caffrey Youth Services, Inc. offers a 27 range of services to the community; the agency has 28 counseling, visual arts programs, adoption and foster care 29 services, independent living programs, teen parenting 30 programs, and placement stabilization programs; and 31 WHEREAS, Many of the programs offered by the organization -2- LRB9217879LBpr 1 have had amazing results; every child involved in the 2 specialized care program has been placed in foster care, 75% 3 of those children have been adopted, and all foster parents 4 associated with this program have participated in training 5 designed to help them meet the physical and emotional needs 6 of these children; in the independent living program, 80% 7 those participating have remained stable in their apartment 8 living, 75% of them are employed, 85% have not required court 9 intervention and are managing their own fiscal 10 responsibilities, and 65-75% of the clients are actively 11 pursuing their high school diplomas; therefore be it 12 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 13 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 14 we commend the Beatrice Caffrey Youth Services, Inc. for its 15 outstanding community service throughout the years; and be it 16 further 17 RESOLVED, That a suitable copy of this resolution be 18 presented to the Executive Director of Beatrice Caffrey Youth 19 Services, Inc.
