92_HR1107 LRB9218348KFkf 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives are proud to congratulate Frank Anselmo of 4 Lombard, on his retirement from the Cook County Juvenile 5 Probation Department on November 30, 2002; and 6 WHEREAS, Mr. Anselmo has spent his lifetime helping 7 children of all walks of life, fortunate and unfortunate, 8 starting his career teaching at Blessed Agnes Grammar School 9 in Chicago, moving on to the Cook County Juvenile Detention 10 Center as a caseworker, and since November, 1976, as a 11 Juvenile Probation Officer in Cook County; and 12 WHEREAS, Mr. Anselmo received his Bachelor of Arts degree 13 in Sociology in 1969 from Quincy College, after starting at 14 DePaul University and distinguishing himself at Fenwick High 15 School in Oak Park; and 16 WHEREAS, The professional career of Mr. Anselmo has been 17 distinguished by his exceptional efforts on behalf of his 18 beloved juveniles, some of whom experienced only the love and 19 care of Frank Anselmo, working as a delinquent field officer 20 in both the City of Chicago and Suburban Cook County, a 21 compliance screening officer and as an advocate for minors 22 referred to residential placements; and 23 WHEREAS, Mr. Anselmo has received numerous letters of 24 commendation, awards, and recognitions for his tireless 25 efforts, including the Recognition Award from the Illinois 26 Probation and Court Services Association for his 27 contributions to the probation profession throughout his 28 career; and 29 WHEREAS, Mr. Anselmo was equally devoted to his 30 co-workers as he was to his juvenile clients, mentoring young 31 probation officers and teaching them from the heart, not from -2- LRB9218348KFkf 1 the rule book, becoming a modern day version of John 2 Augustus, the father of probation, and receiving the greatest 3 recognition of all, being universally acclaimed as a 4 "Probation Officer's Probation Officer"; and 5 WHEREAS, Like John Augustus, Frank Anselmo is truly a 6 pioneer in human service, placing the needs of "his" 7 juveniles and "his" co-workers above his own, epitomizing Mr. 8 Augustus' self description, "My mission has been to raise the 9 fallen, reform the criminal and so far as my humble abilities 10 would allow, to transform the abode of suffering and misery 11 to the home of happiness"; and 12 WHEREAS, Mr. Anselmo, continued the great example of 13 public service and personal service provided by his parents, 14 the late Henry, a battalion chief with the Chicago Fire 15 Department, and Mary (Vicari) Anselmo, and his four siblings, 16 Monica Vance, Henry, Mary Ellen and Theodora Kolb, and is the 17 loving father to Matthew (Heather), Frank and Kathryn; and 18 WHEREAS, In addition to his reputation as the family 19 prankster, he is also recognized as the "Best Brother in the 20 World" by at least three out of four of his siblings; and 21 WHEREAS, Mr. Anselmo has courageously, and in constant 22 good humor, fought a highly personal battle against kidney 23 cancer, taking solace in that battle's continued success and 24 the army of friends and family, whose prayers have made that 25 battle a victory; therefore, be it 26 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- 27 SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 28 congratulate Frank Anselmo on his retirement from the Cook 29 County Juvenile Probation Department and wish him all the 30 best in his future endeavors; and be it further 31 RESOLVED, That a suitable copy of this resolution be -3- LRB9218348KFkf 1 presented to Frank Anselmo as an expression of our esteem and 2 additional copies be presented to the Circuit Court of Cook 3 County, Juvenile Justice and Child Protection Department in 4 recognition of Mr. Anselmo's distinguished career there.
