 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are  proud to congratulate Carl Flagg on his
 4    retirement from the Illinois Department of Corrections  after
 5    serving with faithfulness and dedication for 24 years; and

 6        WHEREAS,  Mr.  Flagg attended Chicago schools at Sherwood
 7    Grammar School, Tilden Technical High School,  Wilson  Junior
 8    College and Roosevelt University; and

 9        WHEREAS,  Director  Donald N. Snyder Jr. named Carl Flagg
10    Special Assistant to the Director of the Illinois  Department
11    of   Corrections   with   responsibility   for  the  Fugitive
12    Apprehension Unit, Jail and  Detention  Standards  Unit,  and
13    Special Projects on September 1, 1999, after serving as Chief
14    of  the  IDOC Fugitive Apprehension Unit since April 1993; he
15    joined the department in February 1979 as an investigator and
16    became a shift supervisor in the Fugitive  Apprehension  Unit
17    in  November  1985;  prior  to  his  career  at  the Illinois
18    Department of Corrections, Mr. Flagg  served  in  the  United
19    States Air Force and the Chicago Police Department, achieving
20    the rank of Sergeant in both forces; and

21        WHEREAS, Mr. Flagg has received many honors for dedicated
22    service  and  bravery  in  the  four  decades  he  worked for
23    organizations that serve and protect the general  public;  he
24    was  named  IDOC  Employee  of the Year 1991 for successfully
25    resolving a hostage situation instigated by  a  fugitive;  he
26    has  received  numerous  citations  and  recognition from the
27    Chicago Police Department, Federal Bureau  of  Investigation,
28    and  United  States  Marshals Service for his work within the
29    law enforcement community; and

30        WHEREAS,  Mr.  Flagg  was  directly   involved   in   the
31    apprehension   of   prison   escapees   from   Illinois,  and
32    particularly  cases  involving  dangerous,   desperate,   and

 1    cunning   criminals  from  the  maximum  security  Stateville
 2    Correctional Center  in  several  cases  requiring  detailed,
 3    creative  use of street contacts, court ordered surveillance,
 4    specialized investigative techniques, and threats to his  own
 5    personal safety; therefore, be it

 6        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  Of  THE
 7    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 8    we congratulate Carl Flagg on his retirement and wish him all
 9    the best in his future endeavors; and be it further

10        RESOLVED, That a suitable  copy  of  this  resolution  by
11    presented to Carl Flagg as an expression of our esteem.
