92_HR1175 LRB9218457HShs 1 HOUSE RESOLUTION 2 WHEREAS, It is with deepest sorrow that the members of 3 the House of Representatives of the State of Illinois learned 4 of the death of one of our respected colleagues, 5 Representative Timothy H. Osmond of Antioch, on Tuesday, 6 December 17, 2002; and 7 WHEREAS, Representative Osmond served the citizens of the 8 62nd District since his election to the House of 9 Representatives in 1998 and was re-elected to a third term in 10 November of 2002; he previously served as Antioch Township 11 Supervisor and Trustee as well as being an alternate delegate 12 to the Republican National Convention in 1992; and 13 WHEREAS, During the years he was a member of the 14 legislature, he was known as a strong voice for small 15 businesses and an advocate for education, a conservative on 16 fiscal issues and a moderate on social issues; he was 17 involved in legislation relating to industry, increasing 18 security around Illinois nuclear plants, and controlling 19 crime; he brought Illinois FIRST funds to the 62nd District 20 that were used for education, parks and recreation, and 21 seniors; and 22 WHEREAS, Representative Osmond graduated from Antioch 23 Community High School in 1967; he received a Bachelor of 24 Business Degree from Western Illinois University in 1971 and 25 became a Certified Insurance Counselor in 1981; and 26 WHEREAS, Representative Osmond was the owner of Osmond 27 Insurance Service Ltd. and was a member of St. Peter Parish 28 in Antioch; he had served as the Director of State Bank of 29 the Lakes; he was a volunteer paramedic on the Antioch Rescue 30 Squad for over 20 years and was chief of the squad from 1995 31 to 1997; and -2- LRB9218457HShs 1 WHEREAS, Representative Osmond was a member of various 2 civic and business groups including the Antioch Chamber of 3 Commerce and Industry; the Antioch Lions Club, for which he 4 served as a past treasurer; the Antioch Rotary Club, for 5 which he was a past president and Community Service Award 6 Recipient in 1998; the Lakes Region Historical Society; the 7 Northern Illinois Conservation Club; the Antioch Republican 8 Club, for which he served as a past president; Ducks 9 Unlimited; and the North Central Association Visiting 10 Committee for Antioch Community High School; and he was a 11 Rotary Exchange Student Host Parent; and 12 WHEREAS, Representative Osmond will be remembered as a 13 down-to-earth person who kept well-informed on the issues and 14 had a sincere and genuine personality; and 15 WHEREAS, The passing of Representative Timothy Osmond 16 will be felt most deeply by his devoted family and friends 17 who supported him throughout his public and private career, 18 especially his wife, JoAnn, his son, Michael, and his 19 daughter, Colleen Canarchy; therefore, be it 20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 21 NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 22 we express our most sincere condolences to the family of 23 Representative Timothy H. Osmond, a respected colleague who 24 will long be remembered; and be it further 25 RESOLVED, That suitable copies of this resolution be 26 presented to the family of Representative Timothy H. Osmond.
