 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  would like to recognize Gloria J. Nevins for
 4    her exemplary record of 36 years of continuous  service  with
 5    the State of Illinois; and

 6        WHEREAS,  Mrs. Nevins received her A.A. Degree in Liberal
 7    Arts from Olive-Harvey Community College; her B.A. in Liberal
 8    Arts from Chicago State University; and her Master of Arts in
 9    Guidance and Counseling from Chicago State University; and

10        WHEREAS, She has served in  several  positions  with  the
11    Illinois  Department  of Employment Security and the Illinois
12    Department of Human Rights, culminating in her appointment as
13    a Public Service Administrator in the Procedures Sub-Division
14    of the  Information  Service  Bureau  of  the  Department  of
15    Employment Security in 1998; and

16        WHEREAS,   Her   accomplishments   include   facilitating
17    development  of  policies  and procedures; setting up on-site
18    recruitment for employers; visiting employers on-site for the
19    purpose  of  job  development;  participating  in  job  fairs
20    representing  and  presenting  IDES   services;   counseling,
21    screening   and   setting  up  interviews  for  job  seekers;
22    successfully managing and directing the West Side Project for
23    staffing of the United Center; serving as liaison between the
24    Department of  Human  Rights  and  the  EEOC  for  processing
25    discrimination  charges; counseling, screening, visiting, and
26    placing CETA applicants into the Vocational Training Program;
27    counseling, screening, referring and setting up employability
28    plans and interviews for applicants registered into the  Work
29    Incentive   Program;   and   successfully   supervising  IDES
30    employees in referrals and  placements  under  the  Workforce
31    Investment   Act   with  partners  (Employment  and  Employer
32    Services) at  the  First  Illinois  Employment  and  Training

 1    Center in the City of Chicago at Daley College; and

 2        WHEREAS,  As  a  member  of  the  Illinois Association of
 3    Personnel in Employment Security, her accomplishments include
 4    winning the First Place Legislative Award in 2002 (the  first
 5    ever  in the State of Illinois Chapter history); successfully
 6    raising $1300  for  State  Chapter  Treasurer  in  1999-2000;
 7    receiving the Mary Angel Johnson Award in 1999; receiving the
 8    Employee  Performance Award in 1984; receiving the Boyd Grant
 9    for attending school; serving as Board Member at large,  Fund
10    Raising   Chairperson;   Secretary   to  the  President;  and
11    Communication Chair and Media Coordinator; and

12        WHEREAS,  She  is  also  a   member   of   the   Illinois
13    Unemployment Insurance Adjudicators Association, the Illinois
14    Association  of  Minorities in Government, the Illinois Women
15    in  Government,  Jeffery   Manor   Community   Revitalization
16    Council,  and  the Illinois Department of Employment Security
17    Youth Motivation Program; and

18        WHEREAS, Her awards include  First  Lady  Brenda  Edgar's
19    State  Employee  of  the  Month  Reach  Out  Award  in  1994;
20    recognition   along   with  other  Youth  Motivation  Program
21    volunteers by the Executive Director, Joan Baar; and numerous
22    Training Certificate of Completion  Awards  for  courses  and
23    training seminars that she attended for self-development; and

24        WHEREAS,  She has served her profession and the people of
25    the State of Illinois long and well through her commitment to
26    excellence  and  she  personifies  the  nobility  of   public
27    service; and

28        WHEREAS, Her retirement will allow her to spend more time
29    with  her  daughter,  Yvette;  and  her  two  granddaughters,
30    Courtney  and  Chelsea  and  devote  time  to  her hobbies of
31    bowling, dancing (stepping), and traveling; therefore be it

 1        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 2    NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 3    we  congratulate  Gloria  J. Nevins for her dedicated service
 4    and we wish her well upon the occasion of her retirement from
 5    the Illinois Department of Employment  Security;  and  be  it
 6    further

 7        RESOLVED,  That  a  suitable  copy  of this resolution be
 8    presented to Gloria J. Nevins as an expression of our respect
 9    and esteem.
