Amend Senate Bill 22 as follows: 3 on page 11, line 20, by replacing "Assembly," with "Assembly 4 or"; and 5 on page 11, line 26, by replacing "Assembly, (iii)" with 6 "Assembly."; and 7 on page 11, by deleting lines 27 through 33; and 8 on page 12, by deleting lines 1 through 4; and 9 on page 12, line 13, by deleting "17-2,"; and 10 on page 12, line 13, by deleting "17-2.3,"; and 11 on page 18, by deleting lines 12 through 33; and 12 by deleting page 19; and 13 on page 20, by deleting lines 1 through 23; and 14 on page 20, line 26, by deleting "for educational purposes"; 15 and 16 on page 20, line 31, by replacing "after August 3, 1989" with 17 "after August 3, 1989"; and 18 on page 21, line 4, by replacing "after August 3, 1989" with -2- SRS92SB0022NCapam01 1 "after August 3, 1989"; and 2 on page 21, line 7, by replacing "paragraph (3) of" with 3 "paragraph (3) of"; and 4 on page 21, line 11, by deleting "17-2.3 or"; and 5 on page 22, by deleting lines 8 through 33; and 6 by deleting page 23; and 7 on page 24, by deleting lines 1 and 2; and 8 on page 24, line 5, by replacing "prevention and," with 9 prevention,"; and 10 on page 24, by replacing lines 6 and 7 with the following: 11 "safety, energy conservation, disabled accessibility, school 12 security, and specified repair purposes. Whenever, as a"; 13 and 14 on page 24, by replacing lines 15 through 33 with the 15 following: 16 "school building or permanent, fixed equipment; or whenever 17 any such district determines that it is necessary for energy 18 conservation purposes that any school building or permanent, 19 fixed equipment should be altered or reconstructed and that 20 such alterations or reconstruction will be made with funds 21 not necessary for the completion of approved and recommended 22 projects contained in any safety survey report or amendments 23 thereto authorized by Section 2-3.12 of this Act; or whenever 24 any such district determines that it is necessary for 25 disabled accessibility purposes and to comply with the school 26 building code that any school building or equipment should be 27 altered or reconstructed and that such alterations or 28 reconstruction will be made with funds not necessary for the 29 completion of approved and recommended projects contained in 30 any safety survey report or amendments thereto authorized -3- SRS92SB0022NCapam01 1 under Section 2-3.12 of this Act; or whenever any such 2 district determines that it is necessary for school security 3 purposes and the related protection and safety of pupils and 4 school personnel that any school building or property should 5 be altered or reconstructed or that security systems and 6 equipment (including but not limited to intercom, early 7 detection and warning, access control and television 8 monitoring systems) should be purchased and installed, and 9 that such alterations, reconstruction or purchase and 10 installation of equipment will be made with funds not 11 necessary for the completion of approved and recommended 12 projects contained in any safety survey report or amendment 13 thereto authorized by Section 2-3.12 of this Act and will 14 deter and prevent unauthorized entry or activities upon 15 school property by unknown or dangerous persons, assure early 16 detection and advance warning of any such actual or attempted 17 unauthorized entry or activities and help assure the 18 continued safety of pupils and school staff if any such 19 unauthorized entry or activity is attempted or occurs; or if 20 a school district does not need funds for other fire 21 prevention and safety projects, including the completion of 22 approved and recommended projects contained in any safety 23 survey report or amendments thereto authorized by Section 24 2-3.12 of this Act, and it is determined after a public 25 hearing (which is preceded by at least one published notice 26 (i) occurring at least 7 days prior to the hearing in a 27 newspaper of general circulation within the school district 28 and (ii) setting forth the time, date, place, and general 29 subject matter of the hearing) that there is a substantial, 30 immediate, and otherwise unavoidable threat to the health, 31 safety, or welfare of pupils due to disrepair of school 32 sidewalks, playgrounds, parking lots, or school bus 33 turnarounds and repairs must be made: then in any such 34 event, such district may, by proper resolution, levy a tax"; -4- SRS92SB0022NCapam01 1 and 2 on page 25, by deleting lines 1 through 30; and 3 on page 26, line 11, by replacing ", or to" with ", or to"; 4 and 5 on page 26, by replacing line 12 with the following: 6 "purchase and install such permanent fixed equipment so"; and 7 on page 26, by replacing line 20 with the following: 8 "repairs, reconstruction or to purchase and install such"; 9 and 10 on page 26, line 21, by replacing "equipment" with 11 "equipment"; and 12 on page 28, lines 19 and 20, by replacing "prevention and,13 safety, energy conservation, and school security" with 14 "prevention, safety, energy conservation, and school 15 security".
