1 AN ACT to amend the Illinois Procurement Code by adding
2 Section 30-50.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Procurement Code is amended by
6 adding Section 30-50 as follows:
7 (30 ILCS 500/30-50 new)
8 Sec. 30-50. Project labor agreements. A project labor
9 agreement may be entered into for a construction contract
10 subject to this Code. If a construction contract involves a
11 project labor agreement, then the State agency, the local
12 labor organizations, and the local contractors' association
13 must enter into the agreement.
14 Except for project labor agreements entered into by the
15 Department of Transportation, all project labor agreements
16 must be approved by the Capital Development Board.
17 For the purposes of this Section, "local contractors'
18 association" means a trade association, as defined by Section
19 501(c)(6) of the Internal Revenue Code, that regularly
20 represents construction employers in multi-employer
21 bargaining with construction trade unions.
